I'm rather surprised they are allowed to do these tests if the FWS has genuine concerns about the water deluge effect on local wildlife.

Apparently the F&W Service doesn't have a problem with the runoff amount from the deflector. A non-firing release like this actually means more ground runoff since no H2O is vaporized. Unless... F&W are there to observe this test & the runoff pattern.
