To investigate further, we downloaded data showing confirmed smart city locations in the United States from the Global Covenant of Mayors and overlaid it with Erin Brockovich’s confirmed and community-reported data center locations. Texas was the first state we examined. And we superimposed aquifer maps onto the Texas data. What we found was revealing. Hyperscale data centers appear to be concentrated in areas with healthier aquifers, while areas with struggling aquifers show little to no smart city or data center activity. She then examined Georgia and Virginia and identified what appeared to be clusters or triangulations of data centers surrounding smart city locations. Texas displayed the same pattern. Major hyperscale data centers are being developed in places such as Odessa, the Panhandle, and Wichita Falls, locations that are outside major smart city zones. She emphasizes that hyperscale facilities also exist near smart cities, but argues that the pattern of placing many of them in already resource-strained rural regions suggests there may be another purpose behind their location. This leads to Maria’s theory: She argues that hyperscale data centers are being built in rural areas outside planned smart cities, even though smart cities appear to have their own clustered data infrastructure. These rural facilities consume water, increase electricity costs, create light and noise pollution, and gradually make rural communities less livable. As resources become scarcer, residents may be pushed toward urban areas where those resources are prioritized. We then turned our attention to the triangulation pattern seen around smart cities. To explain it, Maria introduces the concept of edge data centers. Edge data centers are smaller facilities located at the edge of a network. They often handle simple processing tasks while larger hyperscale facilities handle more complex workloads. Maria thinks it’s not a stretch to assume that these edge facilities may be operating alongside hyperscale facilities outside smart city networks.

Greg Abbott on Wednesday called for sweeping regulations on data centers to be passed by the legislature in the 2027 session. It's a change in stance for Abbott, who previously worked to make Texas the epicenter of the data center buildout. In a letter to the Public Utilities Commission of Texas and the Electric Reliability Council of Texas, Abbot laid out his ideas to hold data centers accountable and ensure the costs of their growth are not passed on to taxpayers. Abbott called for new centers to add power generation to the state's power grid while paying for their own infrastructure costs and connection to the grid. The letter also calls for the mandated use of closed-loop water systems and annual reporting on electricity and water use by data centers. The governor is also calling on lawmakers to repeal sales tax exemptions and "other outdated or unnecessary incentives" for data centers. Data centers would also be required to consider the communities by reducing their impact through measures such as reducing noise. "As Texas continues to welcome innovation and investment, we must ensure that growth strengthens our people and their quality of life without placing undue burdens on Texans and local communities," Abbott wrote in the letter. In the letter, Abbott directed PUC and ERCOT to submit a joint memorandum by July 17 outlining actions they've taken to prevent risks and added costs to taxpayers because of data center development. At least one lawmaker applauded the move as state Rep. Helen Kerwin praised Abbott for "protecting Texas ratepayers." "As these projects are proposed across Texas, we must PROTECT our water resources, rural communities, and state parks while bringing greater transparency and accountability to the process," Kerwin said on X. Kerwin has come out against the explosive expansion of data centers in the past, calling for full impact studies before development. "Economic development matters. Innovation matters. Jobs matter. But our water and our power are not negotiable," she said in February. Cal Jillson, a political scientist, tells FOX 4's David Sentendrey that Abbott's recent comments are at odds with his past stance on data centers. "The Governor has worked very hard to make Texas the epicenter of the data center buildout," Jillson said. ERCOT delivered a warning in April that Texas power demand could quadruple by 2032, mostly driven by data centers, population increases and oil production. Jillson also believes Abbott, who is seeking re-election this November, sees the potential for political backlash for other Republican campaigns. "He is sitting on $130 million, he’s gonna win easily but he knows that there are some races down ticket. Maybe even the U.S. Senate race, certainly the Texas Railroad Commissioner race, which have weaker Republicans that he needs to worry about," Jillson continued. "He’s got to try to be sure that Republicans hold the Texas House and Senate by large margins. So that’s what he’s trying to do, just position the Republican Party more than himself so they’re not taking blame for the data center buildout." There is a new massive 300 megawatt hyperscale AI data center proposed by a Netherlands-based company being put right next to a new medical and rehabilitation campus for injured, abused and recovering animals The data center would be only 1,100 feet away This new huge data center would impact the animals because of constant noise, vibrations, light pollution, heat and other disruptions. Everything she's saying there is a false accusation on datacenters. So let's just go one by one.” POWER: So she's saying that they eat up all of the power. Well, yeah, if you connect to the grid without producing more power and you force datacenters to compete with residential ratepayers, then yeah, you could drive up utility prices. However, if you do what Chamath said and let them build behind the meter, then they bring their own power. And that's what the president has advocated for since the beginning of his administration, is let the AI companies become power companies. So that is the way to solve the energy problem or the utility problem. LAND: Then, she's talking about eating up land. The reality is these datacenters are a model of land use efficiency. We have a ton of land in this country, obviously. NOISE POLLUTION: The supposed noise pollution, that's largely made up. That can be dealt with. You obviously don't want to put these things right next to a residential area, but create a little bit of distance, and it's fine. WATER CONSUMPTION: The whole water consumption thing is largely a hoax. Modern datacenters recirculate the water. AIR POLLUTION: One final thing just on the point that Hochul is making.
