Today, I conducted a thorough inspection of the Galana Kulalu Food Security Project in Kilifi and Tana River Counties. The project comprises several components, each at varying stages of completion. The project includes the construction of intake works, consisting of an intake well, a pump house, five low-lift pumps (four operational and one standby), and a 1600 mm delivery pipe connected to the canal inlet structure. Additionally, it involves the development of a 753-meter-long inlet canal, a reservoir with a storage capacity of 450,000 cubic meters, a 1,210-meter-long outlet canal designed for a normal flow of 6.94 cubic meters per second and a full flow of 9.32 cubic meters per second, and an off-take sump with a capacity of 20,000 cubic meters. Overall progress stands at 99.7%, with the remaining tasks being expedited to meet the established timelines. Upon completion, the project will bolster national food security by optimizing productivity on the ranches through targeted investments in crop and livestock production, aligning with the Bottom-Up Economic Transformation Agenda (BETA). Following the site visit, I convened a consultative meeting with key stakeholders and agencies involved in the project’s implementation. These included government institutions such as the National Irrigation Authority (NIA), Agricultural Development Corporation (ADC), Kenya Rural Roads Authority (KeRRA), and Rural Electrification and Renewable Energy Corporation (REREC), as well as private entities like Selu, the Korean Solar Power Consortium, contractors CRBC and Irrico, consultants BeAssociates, and other investors. We agreed that each team would accelerate their respective components to ensure completion as scheduled. Additionally, we committed to conducting regular site visits to monitor progress as we prepare to commence cropping in mid-May.

Inaugurated the first of its kind Rock Check Dam on River Sindhu in Leh, under the ambitious “Sindhu Jal Samriddhi Abhiyan”, conceived as a sustainable, cost-effective solution for water and agricultural sustainability in Ladakh. Unlike the traditional concrete check dams, this innovative Rock Check Dam is semi-permanent barrier, built by interlocking big rocks, collected from the riverbed. This slows down the flow of the river and creates a huge water pondage area, to be used by farmers for agricultural purposes. Dimensions & Scale: •Location: Upshi, Ladakh Altitude: 11,400 ft •Length of the check dam – 200 feet •Base Width – 30 feet •Top deck width – 15 feet •Height – 5 feet •Rocks used – 180 MT (approx) •Pondage area – Approx 500 meters upstream •Water Storage Capacity – 40 million litres (approx) •Construction time – 7 days •Construction cost – Rs 10 lakh The Rock check dam has been designed to withhold water pressure and prevent it from getting washed away when the water level in the river increases during summer months. Have directed the Irrigation & Flood Control Department to construct three more such check dams, on experimental basis. I am confident, this Rock Check Dam would emerge as an imitable model of engineering ingenuity and ecological sensitivity. It will offer sustainable remedy for farmers’ irrigation woes, strengthen water security and support sustainable agriculture in remote villages of Ladakh.

With this week’s storms, California is taking advantage of opportunities to capture and store water that supports the state’s long-term water supply goals — made possible through strong partnerships between the state and local agencies. These collaborations are central to Governor Newsom’s California Water Supply Strategy, Adapting to a Hotter, Drier Future, which focuses on expanding the state’s ability to capture water from winter storms and adapt to increasingly extreme weather driven by climate change. Across California, projects like these are helping turn stormwater into a resource: •The Lower Elkhorn Basin Levee Setback Project consists of seven miles of new levee, set back about 1,500-feet from a pre-existing levee. Completed in October 2023, the new levee expanded bypass capacity to increase the level of flood protection to the urban Sacramento area, and it created a beneficial habitat for native fish. This project was identified in the 2012 and 2017 Central Valley Flood Protection Plans. (Check out the Dec. 19-26 time lapse video here!) •The Lookout Slough Tidal Habitat Restoration Project is another important project with a specific floodplain component. In addition to the restoration of important tidal wetland habitat for native fish, the project expanded conveyance for the Yolo Bypass by creating 40,000 acre-feet of flood storage to prevent dangerous flooding and protect neighboring communities and infrastructure. •San Joaquin Valley flood-managed recharge projects capture high flows during storm events and direct them onto farmland and recharge basins to replenish overdrafted aquifers. •Los Angeles Basin stormwater capture efforts divert stormwater from rivers and channels into recharge facilities that supply groundwater for millions of residents. This year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan. Through changing times, China-Pakistan friendship has remained as strong as iron, with the two countries often termed as "Iron Brothers", while green cooperation is becoming a new highlight of bilateral ties. Located on the Jhelum River in Pakistan, the 720 MW Karot Hydropower Project, developed by CTG and operated by CSAIL, is known as Pakistan's version of "Three Gorges Project". It is the first major CPEC hydropower project in commercial operation and the first large-scale hydropower investment project under the Belt and Road Initiative. With an average annual output of about 3.206 billion kWh, it can meet the electricity demand of more than five million local people. CSAIL also operates three wind farms in Jhimpir, Sindh, with a combined installed capacity of 148.5 MW. Together, they deliver about 443 GWh of clean electricity every year, enough to meet the power needs of more than 600,000 people. But this partnership is not only about electricity. Beyond power generation, CSAIL has supported biodiversity protection along the Jhelum River, community infrastructure, roads, bridges, water systems, hospitals, schools, scholarships and flood relief. From hydropower to wind power, from energy supply to community support, these projects show how clean energy cooperation can bring long-term value to people, nature and development.

President William Samoei Ruto, PhD has concluded his six-day development tour of the western region. 1. The President began his working tour in Mumias, Kakamega County, by presiding over the issuance of Ksh 150 million in bonuses to Mumias Sugar Company farmers. 2. The government will build 15 new markets in Kakamega County to empower businesses in the region. 3. The President also inspected the ongoing construction of the 220-unit Lurambi Affordable Housing Project and launched the Last Mile Electricity Connectivity Project, which will connect more than 35,000 households in Kakamega County. 4. He launched the Ksh 130 million project for the extension of a secondary dyke for the River Nzoia flood control project and broke ground for the construction of a tuition block for St. Anne’s Bunyala Girls Secondary School and St. Joseph’s Busagwa Primary School. 5. The President launched the construction of a modern market in Luanda, Vihiga County, that will accommodate 2,000 traders. 6. He laid the foundation stone for the construction of Khwisero Mother-Child Level IV Hospital. 7. The President inspected the Nasewa Export Processing Zone Authority in Busia County, which is expected to create more than 50,000 jobs for residents. He also inspected the Busia County Aggregation and Industrial Park. 8. He commissioned the Kijavi Village Electrification Project in Busia, which will connect over 20,000 households in the county. 9. The President presided over the groundbreaking of the Alupe Dam Water Supply Project, which aims to provide clean water to up to 100,000 people. 10. In Misikhu, Bungoma County, he launched the Last Mile Connectivity Programme to connect more than 28,000 households to electricity. 11. In Bumala, Busia County, the President launched the Bumala Modern Market, one of the 11 modern markets to be constructed in the county. 12. He laid the foundation stone for the construction of the Bungoma Modern Market.

This is how communities get transformed by governance, by public and private sectors working together, and by continuity: One of the final projects PMB commissioned in office was the Kashimbila Multipurpose Dam and 40MW Power Plant in Taraba State. So imagine my excitement stumbling on this February 2025 video on YouTube: "How Nigeria's 40MW Dam Is Boosting Fish Farming Success... [A] marvel of engineering that’s not just lighting up homes but also fueling a revolution in fish farming..." The power plant was concessioned by the FG to KP Hydro Limited, owned by TY Danjuma, in 2024. Danjuma reportedly described the project as the largest-ever Government of Nigeria investment in Taraba State There's also a concession (disclosed on @icrcng website in Feb 2025) involving "over 3,000 hectares of farmland for irrigation farming, the upgrade of the airport for agro-cargo services, and the development of an aerotropolis and Free Trade Zone with business parks, logistics hubs, and residential areas." TY Danjuma has now built a new airport in Kashimbila (see video), and will also be developing a 5-star hotel at Kashimbila, to turn it into a tourism hub (that part of Nigeria is astoundingly picturesque). So many dimensions to Kashimbila: agriculture (including irrigation & fisheries), electricity/clean energy, tourism, aviation, logistics, FTZ, real estate, flood management, etc. Congratulations to the people of Taraba, and I hope all the great dreams are fully realised very soon!

EUROPE STORAGE CRASHES TO 28%: THE 2026-27 WINTER BLACKOUT LOOMS LARGE Europe entered the 2026 injection season with gas storage at critically low levels after a harsh winter. The sudden closure of the Strait of Hormuz has triggered a global LNG supply shock that wiped out roughly 20 percent of worldwide trade flows. Official outlooks now warn that Europe cannot refill its tanks in time and faces a brutal winter ahead. THE STORAGE SHOCK ➡️ EU gas storage stood at just 28 percent full on April 1 2026 matching pre-2022 crisis levels. ➡️ By late May it has only recovered to 35 to 37 percent still 13 to 15 points below seasonal norms. ➡️ The working gas deficit sits at a massive 15 to 20 billion cubic meter hole below five-year averages. THE HORMUZ SUPPLY SHOCK ➡️ The Iran conflict closed the Strait of Hormuz since late February removing Qatar’s entire 112 billion cubic meter annual LNG output. ➡️ This represents a sudden 17 to 20 percent effective cut to global LNG supply with Asia competing fiercely for every remaining cargo. ➡️ Europe which imported a record 146 billion cubic meters of LNG in 2025 now needs 40 to 56 billion cubic meters more just to survive the summer. THE REFILL MATH NIGHTMARE ➡️ ENTSOG calculates that hitting the 90 percent storage target requires 86 billion cubic meters of LNG imports during April to September. ➡️ Equinor states Europe is unlikely to reach even 80 percent storage and Dutch TTF prices could spike toward 90 euros per megawatt hour. ➡️ Weak and often negative summer to winter price spreads of around 1.3 euros per megawatt hour are killing the financial incentive to inject gas now. THE WINTER 2026-27 OUTLOOK ➡️ Entering winter at only 70 to 80 percent full would leave the EU with a far thinner buffer than any year since the original crisis. ➡️ Stress tests show real risks of shortfalls especially during any cold snap with no Russian pipeline gas left as backup. ➡️ The fallout includes sustained high prices industrial curtailments energy poverty spikes and significant GDP damage across the continent. THE BOTTOM LINE Europe is staring down a perfect storm worse than 2022 in every critical way with historic low starting storage a sudden 20 percent global LNG chokepoint loss and failing market signals that discourage exactly the injections needed most. Without immediate Hormuz reopening or aggressive demand destruction the continent risks rationing and its most painful energy squeeze since the original crisis began. Over the top (what you see in the video) That road on the very top is the dam’s crest [the highest point of the dam, where the road runs] - 1.78 km long (about 1.1 miles, or 17 football fields laid end to end). Imagine standing at one goalpost and looking across 17 full fields in a row - that’s the length you see. The crest sits at ~645 meters above sea level [the height compared to sea level]. Just below that is the reservoir’s normal full level [the usual maximum water height] at ~640 m - picture a massive lake stretched out behind you, nearly as high as the road itself. In the center of the main dam, the crest crosses a 216-meter bridge over the spillway opening [the structure that lets extra water out safely]. From this video angle, you might not see it clearly - but trust me, the spillway is there. Back to the bridge: it’s about 11.6 meters wide, wide enough for two cars or trucks to pass with space to spare. It rests on five reinforced-concrete piers [thick vertical supports made of concrete and steel]. Those five “openings” under the deck aren’t separate spillways - they’re the bridge supports holding it up. The “middle ramp” under the crest Now, let’s talk about the middle ramp. Picture a wide, stepped ramp running down the face of the dam beneath the bridge - that’s the auxiliary ungated spillway [an extra water-release path without gates], also called the middle spillway. It’s like the dam’s backup path for water when the main spillway is already in use. It only runs when the reservoir is at or near full and incoming water is more than the main spillway can release. Think of it like the overflow lip on a bathtub - it’s dry most of the time, but when the tub fills to the brim, the water flows over this edge. Its design discharge [maximum flow] is ~2,800 m³/s - roughly 1.1 Olympic swimming pools every second (1 pool ≈ 2,500 m³). Imagine an entire Olympic pool tipping over every single second and rushing down those concrete steps. How GERD handles floods You might be wondering - how does the dam actually manage floods? Well, it’s got a layered system [multiple ways to release water safely]: • Main gated spillway (left bank): six giant gates, ~14,500 m³/s capacity - about 5.8 Olympic pools per second pouring out. •Auxiliary ungated spillway (center): runs when the lake is high enough to overflow it. •Emergency spillway (saddle dam): for rare, extreme floods [about a 1,000-year event - the biggest flood expected in that time]. Together, these can pass a Probable Maximum Flood [worst-case possible flood] of about 30,200 m³/s. • Two low-level outlets (main dam): controlled releases [water pipes with gates that can be opened and closed] up to ~830 m³/s - that’s 830,000 one-liter bottles of water each second. Full support for farmers affected by floods, covering crop, home, and livestock losses, was announced, with relief assured to reach their accounts promptly. Projects worth ₹289.56 crore, including schools, hostels, hospitals, and government buildings, were inaugurated, along with the launch of innovative initiatives by Yavatmal District Administration. Under the Mukhyamantri Saur Krushi Vahini Yojana, 35 MW solar projects are already operational, providing 12 hours of free daytime electricity to over 14,000 farmers, with plans to extend this to all farmers in Yavatmal. Long-pending appointments were addressed, bringing relief to thousands of families, with nearly 15,000 appointment letters scheduled to be handed over by Hon PM Narendra Modi ji on 30th September. Tribal welfare has been prioritized through PM Janman, Dharti Aba, and Aadi Karmayogi schemes, with investments exceeding ₹1 lakh crore, ensuring roads, electricity, water, healthcare, education, and employment reach every corner. Here is an aerial view of the some of the devastation caused by the super floods in my Narowal District. River Ravi, Nala Dek, Nala Basanter, and Nala Baein have overflowed, submerging vast fields of rice and turning them into pools of water. Thousands of poor farmers have lost their crops, homes, and livelihoods. The people of Narowal and Punjab are facing heartbreaking destruction, and my deepest sympathies go to every family that has lost loved ones, property, and sources of income. Pakistan today stands at the frontline of the global climate crisis. Despite contributing less than 1% of global emissions, we are among the worst victims of its consequences. In 2022, Pakistan endured a similar catastrophic disaster—yet the urgency of climate justice remains unmet. Climate change is a shared challenge that demands cross-border collaboration and humanitarian solidarity. Tragically, instead of cooperation, India has chosen to weaponise water—undermining the Indus Waters Treaty and resorting to uncoordinated releases as a tool of war. These hostile actions compound human suffering and severely aggravate disaster response at a time when solidarity is most needed. At the same time, the Global North must meet its obligations and must support the Climate Adaptation Fund to help vulnerable nations like Pakistan invest in climate-resilient infrastructure, strengthen early warning systems, and build resilience in our communities. Without this global responsibility, the under developed countries will continue to pay the highest price for the world’s collective inaction. In this hour of trial, I stand shoulder to shoulder with the resilient people of Narowal and Punjab. Every possible effort will be mobilized for relief, recovery, and rebuilding with resilience. Today in Edo Central, Practical Governance was on full display. I began the day inspecting progress at the site of the Edo State College of Nursing, Health Sciences and Technology in Udomi—a visionary project signed just last month. I am pleased to report that work has commenced in earnest, and we are on course for its timely completion and commissioning. This institution will play a vital role in strengthening our healthcare and human capital development agenda. From there, I proceeded to inspect the newly completed 2.5MVA injection sub-station in Udomi, Esan Central LGA—an electrification project that fulfills a major campaign promise. With this infrastructure, over six communities including Udomi I, Ujabhole I, Unogbo, Idimoghodor, Ibhioloulu, and Afuda will enjoy reliable power supply for the first time in decades. This is more than electricity; it's a spark of hope and economic empowerment for thousands. I wrapped up the day assessing remedial works on the Benin-Ekpoma Road, a critical route for commerce and movement across our state. Easing the burden of traffic on this corridor is essential, and we are making real progress. What a Day for the people of Ol Kalou! The people of Ol Kalou deserve development, and that is exactly what they are getting this time. While some are busy talking about speed boats and exchanging IDs, we are on the ground delivering projects that will change lives for generations. The Last Mile Electrification Project is now underway at Kambi Minyore village, Ol Kalou Constituency where 96 households will soon be connected to the national grid. Combined with the improved access roads, this investment will open up the area for business, improve education and healthcare, and help farmers move their produce to market with ease. Those who thought these communities would continue surviving on endless promises can now see the work taking place with their own eyes. At Gwa Kiongo Dam, we launched transformative Blue Economy and irrigation programmes that are turning the dam into a source of jobs and income. More than 80 fisherfolk received 15,000 quality fish fingerlings, fish cages, fishing boats, fish feeds, and safety gear to begin commercial fish farming. We also commissioned solar-powered irrigation pumps that will support year-round farming and higher food production. Those dismissing these interventions as politics should explain to our youth why they oppose projects that create jobs and put money into people's pockets. The inspection of the Mirangine Dam Irrigation Project showed the scale of what is coming. Once complete, the project will irrigate 500 acres in two phases, benefit over 1,000 farmers, and support up to three cropping seasons every year. We also distributed 20,000 fish fingerlings as part of the wider plan to expand aquaculture. The people of Ol Kalou and Nyandarua at large can see the difference and have understood that development is no longer a campaign slogan it is happening now, and no amount of noise will stop the transformation reaching our villages. Those who have nothing to offer will always try to discredit development because they cannot compete with results. It is important to elect a leader who can open more doors for our people and ensure every village gets its fair share of development. That is why Ol Kalou needs a leader who knows how to bring development home. Electing Muchina as your Member of Parliament means choosing a leader who will work closely with the Government to attract more roads, electricity, irrigation, water projects, youth empowerment programmes, and investments that improve people's lives. Other leaders present included Principal Secretary Alex Wachira (State Department for Energy), Principal Secretary Betsy Muthoni Njagi (State Department for Blue Economy and Fisheries), and Principal Secretary Ephantus Kimotho (State Department for Irrigation).

The #ShishperGlacier in Gilgit-Baltistan is melting at a dangerously rapid pace — a stark reminder of how global warming and rising high-altitude temperatures are reshaping our mountains. Once a stable, enduring ice mass, Shishper has grown increasingly unstable in recent years, unleashing frequent Glacial Lake Outburst Floods (GLOFs) that endanger lives, destroy infrastructure, and wipe out livelihoods downstream. This accelerated melt is not just a local crisis — it is a clear signal of the escalating threats facing mountain communities across the region and the world, and a call for urgent, targeted climate adaptation in Gilgit-Baltistan. Just last week, a #GLOF from Shishper swelled the Hassanabad Nullah in Hunza, damaging newly built retaining walls, eroding farmland, and washing away a section of the Karakoram Highway. While traffic remains open, the damaged stretch is sealed, and dozens of mountainside homes remain at risk. According to @UNDPPakistan the country has 3,044 glacial lakes, with 33 identified as dangerous — threatening 2 million people downstream, including 800,000 mountain residents in immediate danger. These #glaciers feed the Indus River — Pakistan’s lifeline — which provides 90% of our water for food production. Yet today, the Indus is the world’s 2nd most polluted river, with 40% of its solid waste being plastic. We have already lost 16% of glacier mass in the Indus headwaters in just 5 years. Without urgent action, experts warn the Indus could be reduced to a seasonal river by 2050, collapsing ecosystems, food systems, and millions of livelihoods. Pakistan is ranked the most climate-vulnerable country in the #Climate Risk Index 2025. If we do not act with urgency — and if we do not strengthen our own adaptation and resilience — GLOFs will become much more frequent and more deadly, sweeping away roads, homes, and farmland in matter of minutes and hours. #GLOFs #shisperglacier #GB
