China used to worry about having too much garbage to process. Now some waste-to-energy plants are facing the opposite problem: not enough garbage. But you must see how to reduce the garbage going to the dumping ground. About 60-70 % is wet garbage. Why don't you make a rule that wet garbage should be treated by all generators beyond a certain point? You must have machines which can convert into compost. All the dry compost which is there, send it to the incinerator..."
