The Tijuana River sewage crisis is a decades-long failure of federal bureaucracy and misplaced priorities. While urgency is critical, the real issue is systemic waste: the South Bay treatment plant operated by the International Boundary and Water Commission has been neglected since the 1990s despite billions in funding. The Department of Government Efficiency has already slashed $160B in wasteful contracts and grants—imagine redirecting that discipline here. Instead, D.C. throws $703M at a broken system without fixing the root problem: unaccountable agencies letting infrastructure rot while taxpayers foot the bill. Speed matters, but permanent accountability matters more. Cut the red tape, not corners.

Mexico is gonna have to build a water treatment plant, correct? I think the cart els have a few extra dollars. Or use confiscated drug dollars. Spend millions and millions on fixing that sewage flow.

To permanently and urgently end the decades old Tijuana River Sewage Crisis, yesterday’s signed agreement between the United States and Mexico, Minute 333, details several necessary Mexico side actions to be completed in 2026 and 2027 (with one project slated for 2028). No additional U.S. tax dollars have been obligated as part of this new agreement. While this cross-border health crisis doesn’t simply end with a stroke of a pen, the urgent completion of these agreed upon actions will finally result in an end to this human health catastrophe for good. Since my visit to this border region in April 2025, my team has been working VERY closely with Mexico on all measures necessary to end this crisis, and that level of engagement will be sure to continue to ensure ALL actions outlined in yesterday’s agreement, and our July Memorandum of Understanding, are implemented as quickly as humanly possible to deliver the long sought after 100% solution. He just celebrated: “It’s very hard to find any floating vessel right now on the Pacific or in the Gulf, and I’ll like to call it by it’s official name, Gulf of America... The shoreline is 93% on our side.” #1 - The U.S. has not struck any drug boats in the Gulf of Mexico. They've all been in the Caribbean or Pacific. #2 - The shoreline is only 44% on the U.S. side. 56% is on the Mexican side.

Today is my third visit to the San Diego area in the last 10 months. EPA has been working EVERY DAY at implementing the permanent, urgent 100% solution to the decades old Tijuana River raw sewage emergency. The agreement we signed with Mexico last year includes reduced timelines and additional necessary Mexico side projects (at no added US taxpayer cost). As these project are completed in 2026 and 2027 (with one project slated for 2028), Americans will be finally crossing the long awaited finish line of this crisis and nightmare.
