I disagree … anyone thinking devolution will go away is dreaming. What we should do is devolved all functions which the constitution devolved and fund them. Do away with CDF and limit the powers of a president to be a figure head.

He has a point ....the 47 devolved governments are too expensive ... consolidate them to regional governments

We should reduce counties and give them more autonomy to raise and manage their funds and the national government should only allocate grants directly to the institutions in the Counties like hospitals, technical colleges, factories etc.

This is how discussions about the BBI began. Every opportunity they get, it always seems to be an attempt to undermine the constitution. The political class believes that the solution to every problem is to review or amend a clause from a document that has yet to be fully implemented. For instance, I don't believe the constitution permits excessive spending by governors nor the power the national government has given County and Regional Officers to undermine devolution. In fact, it has mechanisms to check the excesses of those office holders, but our Parliament and other critical institutions responsible for this are either toothless, incompetent, or complicit.

Kenya's current number of counties creates significant administrative challenges and inefficiencies. Reducing the number of counties could streamline governance, reduce bureaucratic red tape, and allow for more focused resource allocation.
