Wut? There is no meaningful distinction between govt as a regulator, govt as a shareholder, and govt as a manager in China. The regulations will be whatever the government wants them to be... For whatever purpose the government prioritizes... Whether it's the success of the company, the advancement of a particular technology, the benefit of the Chinese people, the defense of the mainland and the party, international strategic considerations, or product safety. Yes of course there are vibrant private and public companies. Literally every company of any significant size has representation by the party. And every significant decision made by those companies is made with the knowledge and tacit approval of the party. And anything done by these parties to embarrass China or the party... Whether the action was legal or not... Creates potentially serious consequences for the managers who took those actions (or inaction). Imagine if you gave Donald Trump a brand new "Department of Large Companies"... And he had board seats and Senior managers of his own choosing at every single large company in the United States... Public or private... As well as people inside every significant foreign company operating in the United States... And he could make any regulations he wanted on the fly without a comment period... At the same rate he makes executive orders... Without judicial review. And he could choose to selectively enforce these new regulations however, he wished... That is not too far from the current China model. Yes regulated But what does regulated mean? And is that a model you want to follow? At the advantage of this " department of large companies" approach... You gain the flexibility of making regulations in real time, adapting them dynamically and enforcing them selectively based on government discretion... So you do gain a nimbleness to dial up or dial down controls... And accelerate or decelerate the pacing... The disadvantage of course is that very few people would be happy with Trump controlling a " department of large companies"... And among the people who would be happy with that... Pretty much none of them would be happy with the other party controlling it in 2/6/10/14 years.
