Microbiology in ocean and air probably produce most of it. Weaker field probably means less microbiology. Just a guess.

the more magnetic field, the less ionizing radiation, so perhaps the oxygen molecules are better protected?

During periods of stronger core convection and a more powerful magnetic field, Earth may also be more geologically active, supporting greater weathering and oxygenation indirectly. They're correlated but there is no reason to assume the magnetic field itself causes oxygen levels.
