Last night at 3:00 a.m., accompanied by the Regional Internal Security Organization (RISO) Chief, the State House Anti-Corruption Unit, representatives of the Criminal Investigations Directorate (CID), the DISO Mbale, and other security officials, we carried out an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District. Our inspection uncovered five ghost staff who have reportedly been on the Government of Uganda payroll since July 2025 despite not being at the facility. This raises a serious question: who has been benefiting from salaries meant for these health workers? It is deeply disturbing that while the available medical team is overwhelmed by the huge number of patients, corrupt individuals continue to siphon resources intended to strengthen healthcare service delivery. This is unacceptable, and it must stop. With inspections of only two health centres in Mbale District, we have already uncovered 10 ghost staff being paid by the Government of Uganda. Every shilling stolen from the public is a shilling taken away from essential services for our people. We shall continue these unannounced inspections and ensure that everyone involved is held accountable. Corruption in our health sector and in our local schools, where ghost students are created to steal public resources, has no place in Uganda. Thank you to the leaders and residents of Sembabule District for the interactive and open engagement that led to the arrest of four public officers over alleged corruption. These include the Town Clerk, the Chief Finance Officer, the District Land Officer, Mr. Kananura, and the Forest Officer. The District Health Officer, who is alleged to have stolen hospital equipment, will also be formally charged before the Anti-Corruption Court. All the officers mentioned will be interdicted, and new officers will be deployed to the district to pave the way for a transparent, impartial, and expeditious investigation. The Chief Administrative Officer will also be recalled to headquarters. I extend my sincere appreciation to the Office of the Director of Public Prosecutions (DPP), the State House Anti-Corruption Unit, State House Legal, the Ministry of Works technical team, the Criminal Investigations Directorate (CID), the Internal Security Organisation (ISO), the Office of the President, Crime Intelligence, the Uganda People’s Defence Forces (UPDF), and all the leaders and stakeholders participating in the Expose the Corruption mission. Your dedication, professionalism, and commitment to accountability are helping restore integrity in public service. There is no room for impunity or corruption in this Kisanja. Fellow Nigerians and friends from around the world, good day to you all. Trust deficits between the governed and those who govern have long shaped our national story. Overcoming this requires public administrators across all tiers and branches of government Government of Nigeria to embrace accountability and transparency in managing the commonwealth of our people. In line with President Bola Ahmed Tinubu’s Bola Ahmed Tinubu Renewed Hope Agenda, we have begun the deliberate and necessary work of institutionalizing this approach in the Federal Ministry of Health and Social Welfare Federal Ministry of Health, NIGERIA and in the agencies under our oversight. I am pleased to inform Nigerians that our ministry and its parastatals have entered into a multi-year pact with the Independent Corrupt Practices Commission ICPC to monitor, track, and audit expenditures involved in the nationwide overhaul of health infrastructure across all local government areas of the federation. In the medical profession, prevention is better than cure. This principle applies equally to our new approach to addressing official corruption and financial misconduct in the health sector. The primary objective of this pact with the ICPC is to institute preventive and corrective anti-corruption mechanisms, with particular emphasis on close surveillance of health parastatals and funding pathways under the Basic Healthcare Provision Fund Basic Health Care Provision Fund, which serves as a federal conduit to subnational entities responsible for the judicious use of resources. As part of this partnership, state and local governments will be integrated into strengthened accountability processes to ensure standardized anti-corruption measures nationwide. More specifically, the ICPC is mandated to report on the status of projects identified by the National Primary Healthcare Development Agency NPHCDA as a prerequisite for final certification of project completion. In real time, the ICPC will provide stage-by-stage monitoring of primary healthcare revitalization projects across all implementing states and local government areas to ensure value for money. Additionally, our pact with the ICPC introduces a new certification process for anti-corruption training and capacity-building initiatives to support health sector staff in preventing and addressing corrupt practices within their mandates. While these historic steps offer a sustainable template for fiscal prudence in the sector, we are simultaneously advancing a multi-dimensional strategy to confront the threat corruption poses to the health of every Nigerian. We recognize the critical role of our youth in driving reforms at the community level. This recognition led to the recruitment and deployment of hundreds of Performance and Financial Management Officers (#PFMOs) across all local government areas to continuously assess primary health centre rehabilitation and operational performance. This initiative complements President Bola Ahmed Tinubu’s commissioning of the National Health Fellows—774 young leaders from every local government area—selected through a rigorous process and prepared to sustain the new anti-corruption procedures aligned with their technical and administrative responsibilities. This fight against long-standing development inhibitors in the health sector is essential not only for improving the lives of Nigerians but also for enhancing donor confidence, with direct implications for non-governmental and multilateral financial support for key health interventions for our nation. This is our time to reclaim the nation we love, to reject what has held us back, and to affirm a new social contract grounded in integrity, renewed trust, and renewed hope. This evening, I was joined by the Rt. Hon. Deputy Speaker of Parliament, Thomas Tayebwa , at Rwakitandara Playground in Mitooma District for a Baraza focused on strengthening the fight against corruption, abuse of office and poor service delivery. Deputy Speaker Tayebwa Pledges Anti-Corruption Drive with Balaam, Urges Mitooma Locals to Lead by Example The Baraza brought together local leaders, community stakeholders, technical officials from the Ministry of Local Government and residents to openly discuss challenges affecting service delivery, accountability and government programs in Mitooma. The Rt. Hon. Deputy Speaker, who is also the Area MP for Ruhinda North, reaffirmed the government’s commitment to working with me to intensify the fight against corruption and abuse of office across the country. He emphasized that the directive comes from the highest level: “As directed by the President, His Excellency Y.K. Museveni, and PLU Chairman MK, we are ready to work with Hon. Minister Balaam and fight corruption and abuse of office across the country.” The Deputy Speaker also emphasized that the fight against corruption requires collective responsibility. While calling for firm action against public officials who abuse their offices, he challenged citizens to also examine their own conduct and reject practices that undermine service delivery. He urged residents to shun bribery, extortion and other forms of corruption, noting that sustainable change requires integrity from both leaders and citizens. I thanked the people of Mitooma for turning up and openly raising their concerns. The Ministry of Local Government will follow up on the issues raised during the Baraza and work with district leadership and relevant authorities to ensure that government programs deliver the intended services to the people.
