As of this reporting the mission is on-going. Based on the reports received, as the BFAR vessels approached 1.4 to 1.9 nautical miles from Bajo de Masinloc, the Chinese Coast Guard ships utilized water cannons to obstruct and prevent BFAR vessels from approaching the Filipino fishing vessels eagerly awaiting the oil subsidy and grocery packs. The water cannons had been used at least eight (8) times at the time of reporting. Additionally, the Chinese Maritime Militia vessels are reported to have engaged in dangerous maneuvers and deployed what is understood to be a Long-Range Acoustic Device (LRAD) against the BFAR vessels - causing severe temporary discomfort and incapacitation to some Filipino crew. When the Philippine Coast Guard detected the presence of the Chinese Coast Guard vessel 5901, positioned 54 nautical miles off the coast of Capones Island, Zambales, using Canada's Dark Vessel Detection (DVD) system, Admiral Ronnie Gil Gavan, the PCG Commandant, promptly dispatched BRP Cabra (MRRV-4409) along with a PCG Helicopter and PCG Caravan to verify the incursion and assert their presence. Aggressive and Unsafe Maneuvers by Chinese Vessels Near Bajo de Masinloc On 5 May 2025, the Philippine Navy’s BRP Emilio Jacinto (PS35), while conducting routine and lawful maritime patrol operations in support of the Bureau of Fisheries and Aquatic Resources (BFAR) and the Philippine Coast Guard (PCG), encountered aggressive and unsafe maneuvers by two Chinese People’s Liberation Army Navy (PLA-N) vessels Jiangkai II-class frigates (Type 054A) with bow numbers 554 and 573, and a China Coast Guard vessel 5403. The incident occurred approximately 11.8 nautical miles southeast of Bajo de Masinloc. The Chinese frigate BN 554 was documented tailing PS35 at close range, while BN 573 dangerously crossed its bow in a high-risk maneuver that created the danger of collision. China Coast Guard vessel 5403 also attempted to obstruct PS35’s navigational path. These reckless actions not only posed a direct threat to the safety of navigation of PS35, but also violated the International Regulations for Preventing Collisions at Sea (COLREGs). The Armed Forces of the Philippines expresses its serious concern over these irresponsible actions by Chinese maritime forces. Such threatening and provocative conduct can lead to misunderstanding that may escalate tensions and impact regional stability. We commend the professionalism, discipline and restraint of the Philippine Navy personnel aboard BRP Emilio Jacinto. This afternoon, in a clear and deliberate act of bullying, Chinese forces fired flares directly at Philippine Coast Guard Caravan aircraft while we were conducting routine Maritime Domain Awareness (MDA) flights over the Kalayaan Island Group (KIG). The provocative incidents occurred specifically at Panganiban Reef and Zamora Reefs, where our PCG aircraft were operating peacefully to monitor maritime activities and ensure the safety of our waters. These reckless and aggressive actions by China represent yet another escalation in their campaign of intimidation and harassment. By targeting unarmed PCG aircraft with flares, Beijing is not only violating established international aviation safety norms and the spirit of regional peace but is also directly endangering the lives of personnel on board. In April 2012, a team of researchers intentionally conducted a controlled crash of a former Alaska Airlines Boeing 727. This event took place in Mexico and aimed to investigate a genuine aircraft crash scenario. While many believe that surviving a plane crash is unlikely, this study revealed a different reality. The research indicated that passengers seated in the aircraft's front section were most vulnerable during the simulation. Individuals situated near the wings might sustain injuries, but these injuries were not deemed life-threatening. Interestingly, passengers positioned at the back of the plane emerged with minimal harm and only a few injuries.

Today, the Philippine Coast Guard again assisted in the routine Rotation and Resupply (RoRe) mission in Ayungin Shoal conducted by the Armed Forces of the Philippines (AFP). The PCG deployed two 44-meter vessels, namely BRP Cabra (MRRV-4409) and BRP Sindangan (MRRV-4407), as escort ships for the resupply boats. The routine RoRe mission was again subjected to dangerous maneuvers by the four China Coast Guard (CCG 21616, CCG 21551, CCG 21556, and CCG 5305) and four Chinese Maritime Militia (QIONG SANSHA YU 00231, QIONG SANSHA YU 00115, QIONG SANSHA YU 00114, and QIONG SANSHA YU 00008), jeopardizing the crew members' safety aboard the PCG vessels and Philippine resupply boats. Despite the challenging circumstances brought about by the illegal presence and activities of the CCG and CMM in our exclusive economic zone, the mission was carried out successfully. The much-needed supplies were delivered to our dedicated troops aboard the BRP Sierra Madre. The PCG stands shoulder-to-shoulder with the AFP in our shared commitment to safeguarding our sovereignty, sovereign rights, and maritime jurisdiction in accordance with international law, particularly the 1982 UN Convention on the Law of the Sea (UNCLOS) and the 2016 Arbitral Award and other relevant international instruments, including the 1972 Convention on the International Regulations for Preventing Collisions at Sea (COLREGS). The PCG calls upon the CCG and CMM to immediately cease any illegal activities within the maritime zones of the Philippines. Doing so can foster a stable, secure, and rules-based maritime order conducive to regional cooperation and peace. Under the leadership of the Commandant, Coast Guard Admiral Artemio Abu, the PCG supports President Ferdinand Marcos Jr.’s call, made during the recent ASEAN Summit, for the Southeast Asian nations to unite against the use of coast guard and maritime militia vessels in the South China Sea to pursue claims inconsistent with international law.
