In San Francisco, we are doubling capacity to care for people with severe mental health and behavioral health challenges, helping them get on a path to stability. These new locked beds at San Francisco’s General Hospital will give people the treatment and support they need, helping us move faster to connect individuals to the right level of care. This is a major step in strengthening our behavioral health system, and I’m grateful to SFDPH Director Dan Tsai, our partners, our frontline workers, and everyone helping us bring this expansion to life.

For too long, San Francisco has allowed people engaged in public drug use to cycle through jail, the ER, or simply remain on the streets—without real accountability or real help. This new RESET Center marks a fundamental change: if you do drugs on our streets, you will be arrested. And instead of sending you back out in crisis, we will give you a chance to stabilize and enter recovery. This is about enforcing the law, getting people off the streets, and connecting them to treatment—while getting officers back on patrol and restoring safety and order for our neighborhoods. New legislation we introduced this week will keep the RESET Center on track to open this spring.

San Francisco is trying something new to tackle the drug crisis with our first ever performance-based contract for public health or homelessness services. Our Rapid Enforcement, Support, Evaluation, and Triage Center (RESET Center) will allow our police officers to arrest those engaged in public drug use at a speed and volume we have never seen before. But with this new resource, we will also give those suffering from addiction a real chance to choose recovery. At the RESET Center, the provider will operate under a performance-based contract. This is the first time San Francisco has used this approach for public health or homelessness services. That means the provider will be paid based on results, not just process. We’ll measure outcomes like faster officer drop-off times and how many people are actually connected to treatment and care. San Franciscans deserve accountability, and people in crisis deserve real pathways toward recovery.

San Francisco just recorded the lowest number of overdose deaths since we began tracking in 2020. One death is too many, but the progress we continue to make gives us hope. Since I took office, we have reformed our street outreach teams, invested in new treatment and recovery solutions including long acting medication, and stood up more than 600 shelter and treatment beds to get people the help they need. So far this year, overdose deaths are down 30% compared to last year, but the work is far from over, and we will continue to be relentless.

Right now, state funding cannot be used for sober, recovery-focused housing. That limits our city’s ability to support people who are working hard to get—and stay—sober. Today, I stood with Assemblymember Matt Haney in support of AB 1556, a bill that will allow cities to use state resources to create and expand drug-free recovery housing—giving people the stability and support they need to rebuild their lives. Recovery is not one-size-fits-all, and our system shouldn’t be either. We’ve already seen the impact of this approach in San Francisco with projects like Hope House—a sober shelter that I visited recently—which has a 78% success rate of moving residents into long-term recovery options. To everyone struggling or working to stay in recovery, we are working every day to build a system that supports you. And we’re not going to stop. Thank you to Assemblymember Haney for your leadership and to the Bay Area Council and all of our partners.

In 1957, California had 37,000 psychiatric beds with half today’s population. That number fell to 5,500 at its lowest, leaving communities without care. And that study also comes with some remedies for the people. “Those [remedies] include making the companies [including Norfolk Southern] pay for their treatment and doing medical monitoring programs that force the company from now on to take responsibility for those health impacts,” Kennedy announced. “This is our first step toward trying to fix that and get some justice and get good health for the people of that region.”
