Today, I received several reports from Commander-in-Chief Syrskyi regarding the frontlines, our actions, and the push to drive the war onto the aggressor’s territory. I thank every unit of our Defense Forces that is making this possible. Ukraine is proving that it truly knows how to restore justice and... applies the necessary pressure on the aggressor. I would also like to thank our partners—everyone who made this week successful in implementing sanctions against Russia and those associated with it. This needs to be felt every week—that sanctions are indeed working, and anyone who tries to circumvent them faces a response from the world. We are preparing new measures to further limit the Russian state. I’m grateful for the new defense packages for Ukraine—this week, we received an American package, including missiles for Stingers, ammunition for HIMARS, and 155 mm artillery shells. We are working to ensure timely logistics so that this aid is felt on the frontlines as quickly as possible. We are also eagerly awaiting decisions on long-range capabilities from the United States, the United Kingdom, and France—strong decisions that will bring us closer to a just peace.show more

This week, we’ve seen important decisions from our partners, decisions that really help. France has confirmed a new missile package. We continue with France a significant training program for our soldiers. I’m grateful for this support. We are working closely with the U.S. on new defense packages that will bolster our air defense systems – a critical need as winter approaches and Russian strikes persist. We also need real progress in terms of range long-range capabilities. Additionally, a decision has been made that allows American contractors to work in Ukraine on equipment repairs and maintenance, which will expedite these processes. I am also grateful to Canada for working with us to supply additional Nassams air defense systems. The UK has taken new action this week, imposing sanctions on Russian entities fueling the war. This is important, and I thank for this. All Russian individuals and entities supporting their military-industrial complex should be isolated globally, reducing Russia’s capacity to avoid fair, real diplomacy and continue this war. Sanctions need to curb Putin’s overconfidence, and that is achievable. Lithuania is preparing a new military aid package and collaborating with us on securing funds for weapon purchases and local production. Sweden - there are new decisions in both civilian and military support, particularly for maritime security. I want to express our deep gratitude to every partner around the world who is helping us.

This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure. Today, I instructed Ukraine’s Minister of Defense and the Commander-in-Chief to intensify all contacts with the American side. We now have the necessary political statements and decisions, and we must implement them as quickly as possible to protect our people and our positions. We are also continuing our sanctions work in Ukraine. Today, we have a package of sanctions against companies from China that, unfortunately, supply components for Russia’s weapons production, particularly for “shaheds.” There is clear evidence of this. The details are found in the remains of downed “shaheds.” We will also discuss this with our partners so they align with Ukraine’s sanctions.

I thank our partners and Mark Rutte that the PURL initiative exists and is functioning – contributions were made this May. There will be contributions in June as well. Today, we discussed how we can accelerate and expand deliveries under this key program. I also thank all our partners who are already working with us on joint production and helping with funding so that weapons production in Ukraine can continue to grow. We discussed with the NATO Secretary General several other things that could provide Ukraine with stronger long-term financial security guarantees. We will keep working on this at both the G7 Summit and the NATO Summit in Ankara. Sanctions against Russia. Our long-range capabilities. Financing for Ukraine. Our political cooperation. And our partners’ determination to help Ukraine precisely when help is needed – all of this sends signals to Russia that this war will bring it no results. I would like to thank the countries that announced new assistance for Ukraine this week. I am grateful to Germany, Finland, and Lithuania for their new military aid packages. Estonia will expand security investment in ammunition production over the next years, which is important. Norway and the United Kingdom have made decisions to provide new humanitarian aid packages to Ukraine and Ukrainians. I am grateful to them. We are preparing new security initiatives in the next weeks, particularly to strengthen our air defense.

The Victory Plan has been presented to America, and we explained each point in detail. Now, our teams will work to implement every step and decision. Strong positions for Ukraine mean a quicker path to peace. Everything crucial for Ukraine is on the table with our partners and under consideration—long-range capabilities, defense packages, sanctions against Russia, and measures regarding Russian assets. We have covered all these topics. We are now preparing for the meeting in Germany within the framework of Ramstein, where we will move forward with our partners on the Victory Plan’s key points. I am grateful to President Biden for the invitation. The most important focus remains the frontlines. We have done everything within our power to strengthen ourselves as much as possible. Now, together with our partners, we need to ensure exactly what will bring a just peace closer. Russia must lose this war. Ukraine must prevail. I am grateful to France and President Macron for taking the initiative and supporting our proposals for soldier training and brigade provision. The first Peace Summit will take place in just a week. There will also be important meetings and talks with European leaders to strengthen our resilience and protection against Russian terror. We have already reached agreements with partners on additional air defense systems for Ukraine. Some will come to fruition sooner, while others will materialize closer to the autumn. I am grateful to every leader and state that practically supports us. New security agreements for Ukraine are also almost prepared. These are the months for making strategic decisions. In May, our battlefield capabilities were expanded, including long-range ones. In June, our diplomacy and strategic perspectives should be strengthened, and everything possible should be done to bring a just peace closer and to strengthen Ukrainian society.

Our warriors, artillery, and drones are fighting back against the occupier. I thank each soldier, sergeant, and officer who is defending our positions. We are strengthening Kharkiv directions. Along the state border and on the frontlines, we will continue to destroy the occupiers and thwart Russia's offensive intentions. It is critical that partners support our warriors and Ukrainian resilience with timely deliveries. Truly timely ones. A package that truly helps is the actual delivery of weapons to Ukraine, rather than just the announcement of a package. I thank every leader who sees the situation this way. Over the past week, Russia has launched approximately 1,300 attack drones, nearly 1,200 guided aerial bombs, and 9 missiles of various types against Ukraine. Odesa region and our south were hit particularly hard. Our services continue their work to restore normal life in the regions. We are countering this Russian terror at multiple levels. This week brought an important decision on a financial security guarantee for Ukraine – the allocation by the European Council of €90 billion for 2026–2027 – along with substantial assistance packages from Norway and Japan, and an agreement with Portugal on the joint production of maritime drones. Negotiating teams from Ukraine and the United States continue their work on pathways to end this war with a dignified peace. And our long-range sanctions against Russia are also working as required. The aggressor must understand that war brings no dividends and always returns to where it came from. I thank everyone who is helping Ukraine. We must strengthen our state’s defense capabilities so that diplomacy has a real chance to end the bloodshed.

This week brought an important decision on a financial security guarantee for Ukraine – the allocation by the European Council of €90 billion for 2026–2027 – along with substantial assistance packages from Norway and Japan, and an agreement with Portugal on the joint production of maritime drones. Negotiating teams from Ukraine and the United States continue their work on pathways to end this war with a dignified peace. And our long-range sanctions against Russia are also working as required. The aggressor must understand that war brings no dividends and always returns to where it came from. I thank everyone who is helping Ukraine. We must strengthen our state’s defense capabilities so that diplomacy has a real chance to end the bloodshed.

We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

I want to thank our partners for fulfilling their commitments regarding air defense. We set a goal to double the strength of our air shield, and today marks the beginning of this. I am grateful to Germany for the Patriot system, which is already in Ukraine—this is excellent news. Additionally, I thank the United States for taking another step in strengthening our air defense and our Patriots. We continue to work, and new decisions will surely follow. Ukrainians have already proven that there are no Russian missiles we cannot shoot down. We are doing everything possible to ensure Russian terror is defeated.

This week was productive for our state and our goals. Russia has lost influence in two international institutions. The Organization for the Prohibition of Chemical Weapons and the International Maritime Organization, one of the key ones in charge of security. Indeed, terrorists have no place there. Just decisions. I am especially grateful to Germany for its support for our defense and actions. I am pleased that our agreements to bolster Ukraine’s air shield are being implemented. This saves thousands of Ukrainian lives. A strong result of our bilateral cooperation with Chancellor Scholz and everyone in Germany who supports the protection of life and international law. We have one more defense package, which includes essential 155mm artillery rounds. It is also worth noting that the United States imposed new sanctions this week targeting Russian entities that support the aggression economy. Those who aid in the violation of the oil price cap, as well as those in Iranian structures who assist in destabilization. It is very useful to add more effectiveness to sanctions each week in order to bring just peace closer.

This includes the front lines in the Pokrovsk, Toretsk, and Lyman directions, the Kharkiv region, and everywhere our defense against the occupier's offensive operations continues. It is important to continue destroying the enemy – precisely as our soldiers know how, steadfastly, as this supports the defense of our country, and effectively, as it yields results. The more pressure we put on Russia – the aggressor that brought war to Ukraine – the closer peace will be. A just peace through just force. I thank everyone who ensures this.

And it is very important that the assets of the aggressor state and all those associated with it, associated with the system of tyranny that the Kremlin has built on the territory of Russia, are used to compensate for the damage caused by the Russian war and terror. This will be fair, and I am grateful to all British people who support us on the path to justice.
