President Stubb: We are closer to peace than at any time during the war. But at the same time, we cannot be sure whether Russia is ready for peace. Peace is most often a compromise. We must prepare ourselves for the fact that not all parts of a peace agreement will likely meet our sense of justice. However, we will do everything we can to ensure that Ukraine’s independence, sovereignty, and territorial integrity are preserved. Ukraine is part of a free and democratic Europe now and in the future. We will continue to support Ukraine. We will not tire. We will seek a solution. We will work with our allies to ensure that Russia never again attacks Ukraine.

With the President of Poland, Karol Nawrocki Karol Nawrocki, on the sidelines of the Bucharest Nine Summit, we had a substantive discussion on bilateral relations between Ukraine and Poland. Importantly, we share a common position: these relations must be truly strong and good-neighborly. We also discussed our potential contacts in the near future. I informed the President about our diplomatic work as well. In all these efforts, unity between Europe and the United States is essential. A trilateral meeting with Maia Sandu Maia Sandu and Nicușor Dan Nicușor Dan. Today, we discussed joint work in the energy sector, the infrastructure that connects us and constitutes a significant part of the economic potential of our countries, the development of security capabilities, and our European integration. It is important that we are here like this – together – Ukraine, Moldova, and Romania. On Moldova’s Independence Day, and just a few days after Ukraine marked its Independence Day. And all of this is much more than mere symbolism. When you are a neighbor of Russia, you need to cooperate as closely as possible with all your other neighbors, with all other free nations. This is a key prerequisite for reliable defense and, more broadly, for development. Unfortunately, our peoples have already had to experience unfreedom – precisely because of Moscow. This must remain in the past. From now on, and forever, we must safeguard our independence, our freedom, and therefore our ability to develop our own potential – our own life.

We truly value that during Ireland's Presidency of the Council of the European Union, Taoiseach Micheál Martin Micheál Martin is with us, with Ukraine, that you're standing with Ukraine, seeing for yourself what's happening, and understanding what we need to defend ourselves and protect people's lives. Today we discussed the threats and challenges we face right now, as we approach the fall, when Putin is preparing new attacks against Ukraine, additional mobilization in Russia, and a further expansion of the war. It's very important that Ireland, as the country holding the Presidency, provides leadership, and that Ukraine can count on opening the remaining clusters. We discussed our continued support for Ukraine and the way forward. The EU has stood with Ukraine since the very first day of Russia’s war of aggression, and we will continue to stand by Ukraine’s side. Ukraine can count on us. I commended the work that is being done to fulfil the accession reform criteria, under very challenging circumstances, and encouraged Ukraine to continue on that path. Open letter to all the good people on the planet from Ukrainians living in Russia-occupied Oleshky, Kherson region. “Help!!! SOS !!! We are residents of the temporarily occupied territories of Ukraine, we appeal to the people of the entire civilized democratic world. First of all, we want to thank all the caring people who help Ukraine in the fight against the Russian aggressor, and those countries and their residents who gave shelter to Ukrainians who fled the war. We also want to remind you that Ukraine is not only minerals and subsoil, Ukraine is living people... People who want to live in peace and harmony on their native land, to work, build, give birth. People who dream of peace and tranquility, of meeting their relatives, whom this damn war separated them from. People of faith, people of truth, people of common sense - do not let Ukraine and its people be torn apart. Do not let a handful of greedy tyrants destroy and plunder democracy and freedom of speech in their independent countries. How can you live in a country where they decide for you what to watch or what to listen to? In the occupied territories, people disappear without a trace. At the beginning of the war, we went to rallies against Russian troops and against Russia. We did not leave our homes for three days when they held a referendum for joining Russia 'under the barrel of a machine gun’. Ukraine does not ask for help with soldiers, as Russia replenishes its troops with North Koreans. We want to live in a Free Ukraine. We believe that the majority of people on Earth are good and intelligent people. We are Ukrainians. We are not subsoil, we are not minerals, we are living people. We want to live... People are being killed in Ukraine. Democracy and freedom of speech are being killed in the world. It has come to the point that the tyrant Putin is being praised for starting the war in Ukraine and is considered a 'good guy.' People, wake up and come to your senses. Do not let a handful of tyrants rule the world. Do not allow chaos. The whole of Ukraine is burning from the explosions of bombs and shells. In June 2023, the south of Ukraine was flooded. Many people and animals died. These were not natural disasters, this is all being done by one Kremlin freak who wants to surpass God himself. Only because the Russians, instead of building their country, came to destroy ours. I had a good meeting with U.S. Special Presidential Envoy, General Keith Kellogg Keith Kellogg. Ukraine is deeply grateful to the United States for its support, and we value that President Trump President Donald J. Trump is so determined to achieve real peace. It is very important to realize all the results—political, defense, and economic—that were achieved during our meeting together with European leaders in Washington. Undoubtedly, it was a successful Summit, a demonstration of true unity between Europe and America. Ukraine, as always, is uniting the world. We value the United States’ readiness to be part of the security architecture for Ukraine, and our teams are actively working on shaping it. We expect that the key foundations of security will be defined shortly. We discussed how we can influence the Russians, compel them to engage in real negotiations, and end the war. Sanctions, tariffs—everything must remain on the agenda. We are ready to engage in a format of leaders. This is the format needed to resolve the key issues. Now, the same readiness is needed from Moscow. Military cooperation is important for both Ukraine and the United States, and there are two strong opportunities—an agreement on arms procurement and an agreement on drones that could significantly strengthen our arsenals. We are maintaining momentum in our work within PURL. This is an important instrument for procuring American equipment funded by partners, and we are now actively working on engaging additional countries. And, of course, the humanitarian track. The return of all abducted children. We strongly hope that America, President and the First Lady of the United States First Lady Melania Trump will continue to make personal efforts to bring back all children illegally abducted by Russia. I met with the President of France, Emmanuel Macron. We coordinated our positions ahead of the upcoming meeting of the Coalition of Willing. Now is the time when there is a real chance to end the war and stop Russia. To achieve this, we must continue increasing pressure on the Russian Federation, expand support for Ukraine, and finalize the security guarantees. We discussed the consequences of Russian strikes on Ukraine and the strengthening of our air defense and energy resilience – this is one of our key priorities at this stage. Defense cooperation was also in focus, including concrete solutions that can make Ukraine stronger. I thank France and Emmanuel personally for their support. During our meeting, we discussed, first and foremost, what next joint steps of ours can provide Ukraine and all of Europe with greater security and bring the real end of the war closer. Most importantly, this includes our diplomacy, security guarantees, and weapons for our warriors. In particular, the PURL program is already operating, enabling the purchase of American weapons with partner funding. We already have $1.5 billion from European countries. This is significant. I am grateful to every partner. We are working to raise more. We greatly appreciate the support of Mark Rutte. Thank you for your readiness to help.

And Slovakia will not stand aside. The Prime Minister told me about his contacts in China. A separate and important topic was Europe’s energy independence — Russian oil, just as Russian gas, has no future. Slovakia supports Ukraine on its path toward the European Union. This is highly significant. We also share the view that Ukraine and Moldova must continue moving together toward EU membership. Today, a government delegation from Slovenia is in Kyiv, together with representatives of their leading companies. I met with Minister of Foreign and European Affairs Tone Kajzer and Minister of Defense Valentin Hajdinjak. Our countries are working on the Drone Deal, and we discussed the first results and joint defense projects that we can implement. We talked at length about Ukraine’s future as part of a united Europe, security in our region, and Russia’s constant attacks. I thanked Slovenia for its $50 million contribution to PURL and for all its support. We are deeply grateful for this respect shown to all our people and to our warriors who gave their lives defending Ukraine and all of Europe. Today, a government delegation from Slovenia is in Kyiv, together with representatives of their leading companies. I met with Minister of Foreign and European Affairs Tone Kajzer and Minister of Defense Valentin Hajdinjak. Our countries are working on the Drone Deal, and we discussed the first results and joint defense projects that we can implement. We talked at length about Ukraine’s future as part of a united Europe, security in our region, and Russia’s constant attacks. I thanked Slovenia for its $50 million contribution to PURL and for all its support. We are deeply grateful for this respect shown to all our people and to our warriors who gave their lives defending Ukraine and all of Europe. I met with EU HRVP Kaja Kallas. The key priority is unblocking the €90 billion financial support package for Ukraine. These funds are critically important and serve as a financial security guarantee not only for Ukraine but for all of Europe. This very package must ensure our defense and send a signal to the Russians that their war will be doomed to fail. This signal depends on Europe, and it is essential that this signal is sent so that the war can end sooner. We also discussed the need to increase pressure on Russia and the work on opening the negotiation clusters for our EU accession. I am grateful to Kaja Kallas for this visit of European ministers to Ukraine on the fourth anniversary of the liberation of Bucha from Russian occupiers. It is important that every Russian perpetrator is held accountable for all the pain Russia has brought to our people.
