I want to thank our partners for fulfilling their commitments regarding air defense. We set a goal to double the strength of our air shield, and today marks the beginning of this. I am grateful to Germany for the Patriot system, which is already in Ukraine—this is excellent news. Additionally, I thank the United States for taking another step in strengthening our air defense and our Patriots. We continue to work, and new decisions will surely follow. Ukrainians have already proven that there are no Russian missiles we cannot shoot down. We are doing everything possible to ensure Russian terror is defeated.

We are already preparing for the “Ramstein” meeting – it is scheduled for the next week. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. I am grateful to all partners who understand this and are helping us strengthen our air shield.

Today, we can already say there is a good result for our air defense – Ukraine now has more Patriots. I thank Chancellor Merz, I thank Germany, and everyone who helps – our agreements have been fulfilled. More Patriots are now in Ukraine and being put into operation. Of course, more systems are needed to protect key infrastructure sites and our cities across the entire territory of Ukraine, and we will continue working to obtain them – not only at the political level with states and leaders but also directly with manufacturers of all necessary air defense systems and missiles for them.

Ukraine has now reached a new level of cooperation with its key partners in the military sphere – namely, the Drone Deals format. Through the Drone Deals format, Ukraine receives long-term, annual funding for the country and for Ukrainian defense manufacturers – a stable financial foundation for the defense industry. Our partners, in turn, receive modern defense capabilities. Drone Deals have now been concluded with 9 countries, and another 15 agreements are in the works. Rustem Umerov will continue to coordinate all of this work. To give him greater capacity to focus specifically on matters at the intersection of diplomacy and defense – as well as on the negotiation process with the United States and other designated partners, and on negotiations to end Russia’s war – Rustem Umerov will be appointed Head of the Foreign Intelligence Service of Ukraine. From an address at the meeting of heads of Ukraine’s foreign diplomatic missions. (3/7)

Important work lies ahead in Ankara. We expect a strong and productive NATO Summit. Decisions are needed now that will provide greater protection for our people, more capabilities for our defense, and even stronger security cooperation between Ukraine, Europe, and the United States. The NATO Summit Defense Industry Forum, nearly twenty planned bilateral meetings with leaders, new Drone Deals, and other agreements with partners. We will continue to work on bolstering Ukraine’s air defense. New systems, missiles for them, and the issue of production licenses – all of this is our priority. We are grateful to everyone who is helping Ukraine with real steps.

I want to express gratitude to our air defense warriors—every individual in the various types and branches of our forces who protect our skies. Every night and every day, they intercept Russian Shahed drones and missiles. This morning, they successfully shot down a Russian ballistic missile. Every success like this saves lives. Ukraine is deeply grateful to all our partners who provide interceptor missiles and air defense systems. We are currently working to secure additional supplies—missiles, defense systems, and everything necessary to strengthen our mobile fire groups. Our strategic goal is to reach a practical level of cooperation with our partners that allows us to produce the air defense systems and interceptor missiles we need here in Ukraine. I am grateful to everyone who helps us.

These days, a Ukrainian delegation, including the First Deputy Prime Minister, the Minister of Defense, representatives of the General Staff, and the Head of the Office of the President, is working in Washington. There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure. We have agreements with partners on air defense systems and missiles for these systems. It's crucial to implement everything as quickly as possible. We are working even more actively these days to secure such news – additional air defense systems. I thank everyone around the world who is helping. I thank to all of Ukraine’s friends who do not stay silent about Russian terror, who respond to the attacks, spread the truth about this war, and urge the world to be more decisive and therefore more effective in defending against Russia.

I instructed Ukraine’s Minister of Defense to prepare the next Ramstein meetings in various formats. The UK, along with Germany and other partners, is currently keeping Ramstein operational, and in August–September we expect – very much expect – the format to deliver new steps for our Ukrainian resilience. This week, we are preparing a meeting with members of the Coalition of the Willing. Everyone in the world can see how much Russia is relying on the use of “shahed” drones. They have few options left to prolong the war, and Russian-Iranian drones are one of those few. I thank everyone who is helping us counter these attacks, and of course, everyone supporting our defense against Russian missiles.

We continue to work actively to put all of our agreements with partners on new arms production into action, including co-production and joint maintenance capabilities. The goal is to strengthen Ukraine to the maximum and add to our defense every month. This week has proved the effectiveness of the air defense systems provided by partners. We are working to bolster our air defense and have already made agreements. This topic is being discussed at every meeting with partners. There will be more systems and more protection. We are also planning more important foreign contacts until the end of the year. Despite the fact that the holiday season reduces political activity in many countries, our whole foreign policy team is working around the clock. I thank everyone in our state who keeps up with such a fast pace and who never tires of protecting, working, and helping.

We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

I held a Staff meeting. Today, there was also a separate report from the Minister of Defense. The top priority is air defense — securing systems and missile supplies for them. Our agreements with partners. Contracts. Our readiness to produce air defense systems in Ukraine and negotiations regarding licensing. There were reports from the military and government officials. The Ministry of Foreign Affairs has been tasked with specific responsibilities. We will seek to reach an agreement with the United States as well — an agreement on Patriots for Ukraine. We are ready to purchase the necessary number of Patriot systems for our country. This is not about charity. We have proposed concrete deal options — to protect our people. I’ve instructed our diplomats to work more actively toward a response on Patriots.

A rescue operation is currently underway in Zaporizhzhia after a Russian ballistic missile strike that hit city buildings. I have already spoken with the Commander-in-Chief about what is needed to enhance the safety of our cities. We are speaking with all our partners about providing additional air defense systems. Right now, we do not have enough systems to protect our country from Russian missiles. However, our partners have these systems. Once again, we reiterate: air defense systems should save lives, not gather dust in storage facilities. I am grateful to everyone for their support.

We will continue to seek additional opportunities to strengthen Ukraine’s defense through cooperation with countries we have previously engaged with less. We are bringing Ukraine’s expertise in defense to the global level. Every Ukrainian company, all our manufacturers and developers, and the experience of our military in defense operations – all of this is a major Ukrainian asset.

Today, the Federal Minister of Defense of Germany, Boris Pistorius, is visiting Ukraine for the fifth time. We had a detailed discussion on our cooperation. Agreements have been reached on additional investments in the defense industry – both in Ukraine and in Germany. This includes long-range capabilities – there should be more of them, and there will be. We also touched on the localization of air defense production in Ukraine and joint diplomatic efforts – everything related to strengthening our positions. I’m grateful that the Ramstein format is being maintained; it’s important to continue reinforcing it. Germany is undoubtedly one of the key leaders in providing assistance and protecting lives. We truly value every support package. This year alone, we already have €7 billion – and there may be more. Thank you!

Today I held a Staff meeting – focused primarily on technological issues. The Russians are once again concentrating their strikes on the energy facilities. Of course, we have responses to this and will continue to respond, but the main priority is the stability of the system. We also defined key objectives together with the Minister of Defense of Ukraine for the upcoming Ramstein meeting in the coming days. Strengthening air defense is the number one goal for this Ramstein and for our contacts in Europe and the U.S. in general. The Ukrainian army must be – and will be – consistently strong.

On my way to Canada, I met with Iceland’s Minister for Foreign Affairs, Þorgerður Katrín Gunnarsdóttir. We discussed Ukraine’s preparations for the winter, the protection of our energy sector, and strengthening our air defense. We count on continued cooperation and Iceland’s contributions to the Ukraine Energy Support Fund. The assistance provided earlier is already yielding concrete results, and we are grateful for that. We also discussed cooperation in the technology and defense sectors, where Ukraine is ready to share its experience with partners. I am grateful to Iceland for its support.

Russia is carrying out hundreds of strikes against Ukrainian cities and communities, attacking our civilian infrastructure every day. This past week alone, the Russians have launched 1,920 attack drones, 1,790 guided aerial bombs, and 17 missiles of various types against Ukraine. We need to step up our countermeasures against these attacks. We are preparing for meetings with partners to strengthen our defense against this Russian terror. The G7, EU, and NATO summits are ahead. And it is very important that these negotiations result in concrete decisions. We expect meaningful meetings with our partners. First and foremost, we need support for air defense and our long-range capabilities, an expansion of cooperation in the Drone Deals format, and further strengthening of sanctions pressure on Russia. We must end this war in a dignified way and with guaranteed security. And it is through strength, the unity of partners, and pressure on Russia that this can be achieved in a lasting way. I thank everyone who is helping us!
