I am grateful to Germany for the Patriot system, which is already in Ukraine—this is excellent news. Additionally, I thank the United States for taking another step in strengthening our air defense and our Patriots. We continue to work, and new decisions will surely follow. Ukrainians have already proven that there are no Russian missiles we cannot shoot down. We are doing everything possible to ensure Russian terror is defeated.

We are already preparing for the “Ramstein” meeting – it is scheduled for the next week. Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. I am grateful to all partners who understand this and are helping us strengthen our air shield.

Today, we can already say there is a good result for our air defense – Ukraine now has more Patriots. I thank Chancellor Merz, I thank Germany, and everyone who helps – our agreements have been fulfilled. More Patriots are now in Ukraine and being put into operation. Of course, more systems are needed to protect key infrastructure sites and our cities across the entire territory of Ukraine, and we will continue working to obtain them – not only at the political level with states and leaders but also directly with manufacturers of all necessary air defense systems and missiles for them.

Ukraine has now reached a new level of cooperation with its key partners in the military sphere – namely, the Drone Deals format. Through the Drone Deals format, Ukraine receives long-term, annual funding for the country and for Ukrainian defense manufacturers – a stable financial foundation for the defense industry. Our partners, in turn, receive modern defense capabilities. Drone Deals have now been concluded with 9 countries, and another 15 agreements are in the works. Rustem Umerov will continue to coordinate all of this work. To give him greater capacity to focus specifically on matters at the intersection of diplomacy and defense – as well as on the negotiation process with the United States and other designated partners, and on negotiations to end Russia’s war – Rustem Umerov will be appointed Head of the Foreign Intelligence Service of Ukraine. Decisions are needed now that will provide greater protection for our people, more capabilities for our defense, and even stronger security cooperation between Ukraine, Europe, and the United States. The NATO Summit Defense Industry Forum, nearly twenty planned bilateral meetings with leaders, new Drone Deals, and other agreements with partners. Every night and every day, they intercept Russian Shahed drones and missiles. This morning, they successfully shot down a Russian ballistic missile. Every success like this saves lives. Ukraine is deeply grateful to all our partners who provide interceptor missiles and air defense systems. We are currently working to secure additional supplies—missiles, defense systems, and everything necessary to strengthen our mobile fire groups. Our strategic goal is to reach a practical level of cooperation with our partners that allows us to produce the air defense systems and interceptor missiles we need here in Ukraine. The UK, along with Germany and other partners, is currently keeping Ramstein operational, and in August–September we expect – very much expect – the format to deliver new steps for our Ukrainian resilience. This week, we are preparing a meeting with members of the Coalition of the Willing. Everyone in the world can see how much Russia is relying on the use of “shahed” drones. They have few options left to prolong the war, and Russian-Iranian drones are one of those few. I thank everyone who is helping us counter these attacks, and of course, everyone supporting our defense against Russian missiles.

The goal is to strengthen Ukraine to the maximum and add to our defense every month. This week has proved the effectiveness of the air defense systems provided by partners. We are working to bolster our air defense and have already made agreements. This topic is being discussed at every meeting with partners. There will be more systems and more protection. We are also planning more important foreign contacts until the end of the year. Despite the fact that the holiday season reduces political activity in many countries, our whole foreign policy team is working around the clock. I thank everyone in our state who keeps up with such a fast pace and who never tires of protecting, working, and helping.

We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. Today, the Federal Minister of Defense of Germany, Boris Pistorius, is visiting Ukraine for the fifth time. We had a detailed discussion on our cooperation. Agreements have been reached on additional investments in the defense industry – both in Ukraine and in Germany. This includes long-range capabilities – there should be more of them, and there will be. We also touched on the localization of air defense production in Ukraine and joint diplomatic efforts – everything related to strengthening our positions. I’m grateful that the Ramstein format is being maintained; it’s important to continue reinforcing it. Germany is undoubtedly one of the key leaders in providing assistance and protecting lives. We truly value every support package. This year alone, we already have €7 billion – and there may be more. Thank you!

Today I held a Staff meeting – focused primarily on technological issues. The Russians are once again concentrating their strikes on the energy facilities. Of course, we have responses to this and will continue to respond, but the main priority is the stability of the system. We also defined key objectives together with the Minister of Defense of Ukraine for the upcoming Ramstein meeting in the coming days. Strengthening air defense is the number one goal for this Ramstein and for our contacts in Europe and the U.S. in general. The Ukrainian army must be – and will be – consistently strong.

I am grateful to Germany for its leadership and for the new Patriot system, which, in the hands of Ukrainians, will demonstrate that Russian terror can be defeated.
