Today I have discussed with the Minister of Defense our preparations for the upcoming Ramstein meeting, which is scheduled for Friday. Our top priority is air defense – above all, missile defense against ballistic threats. Ukraine needs at the very least ten systems that are sufficiently effective against Russian ballistic missiles, and this is where Patriots are second to none. We have repeatedly raised this issue with the American side and with everyone in Europe who is in a position to help. We are counting on decisions. Just today, there were several air raid alerts across the country due to ballistic missiles threat. In parts of Ukraine, people are virtually living under the constant threat of such attacks. Right now, the world lacks not the systems themselves – but only the political decisions needed to protect lives. The systems do exist. There are even enough Patriots in the world to guarantee protection from Russian terror once and for all. But this requires a political decision – a decision by our partners. The second priority at Ramstein is ensuring continued support throughout this year. Stability and predictability of aid are the things that disappoint the aggressor and actually incite toward diplomacy. We need to eliminate Putin’s temptation — his hope that support for Ukraine will vanish. It won’t. The support will continue. We need that signal, and we need a steady supply of defense assistance.

As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

I thank Keir Starmer and the people of the United Kingdom for their steadfast support of our country in our fight against Russian aggression. Today, I discussed with the Prime Minister the development of defense cooperation and ways to increase pressure on Russia. I presented the Ukrainian interceptor drone OCTOPUS, which the United Kingdom will produce for further testing in Ukraine. The agreement provides for the production of the first batch. Strengthening sanctions policy must push Russia toward real negotiations. Recent partner sanctions packages are very important. We also coordinated our positions ahead of the Coalition of the Willing meeting — security guarantees for Ukraine, the strengthening of air defense, long-range capabilities, and energy resilience are the priority issues for the meeting.

It is essential to constantly seek ways worldwide to strengthen our defense, increase domestic production of necessary equipment, localize manufacturing, and secure licensing agreements with partners. This is crucial work, with much of Ukraine’s future depending on it.

It is important to continue working together on the resilience of Ukrainian communities – and therefore on the experience of resilience that will be useful to communities in your countries. It is enormously helpful for Ukraine to feel that we are not alone in our defense. People in your countries, as well as here in Ukraine, must continue to feel that evil will not prevail. Today, the Federal Minister of Defense of Germany, Boris Pistorius, is visiting Ukraine for the fifth time. We had a detailed discussion on our cooperation. Agreements have been reached on additional investments in the defense industry – both in Ukraine and in Germany. This includes long-range capabilities – there should be more of them, and there will be. We also touched on the localization of air defense production in Ukraine and joint diplomatic efforts – everything related to strengthening our positions. I’m grateful that the Ramstein format is being maintained; it’s important to continue reinforcing it. Germany is undoubtedly one of the key leaders in providing assistance and protecting lives. We truly value every support package. This year alone, we already have €7 billion – and there may be more. Thank you!

We discussed defense support, particularly with air defense assets, training for our warriors, and the outcomes of the Ramstein meetings. We are ready to expand joint defense production. There is a decision by French companies to begin manufacturing drones in Ukraine — and this is highly valuable. We also addressed sanctions against Russia and Ukraine’s EU accession talks. I thank France, President Macron, and Mr. Barrot personally for the support we have felt since the first days of the full-scale war. Thank you for your solidarity with our people!

Many changes are underway in our air defense operations: in some regions, the way teams work is being almost completely reorganized – interceptors, mobile fire groups, and the entire short-range air defense component. But this is only one of the elements of defense that need changes, and the changes are coming. This also concerns oversight of the frontline supplies with drones, weapons, and, most importantly, personnel. People are indeed the key issue: their training and the actual replenishment of brigades. The Minister of Defense of Ukraine, together with the military command, is preparing the necessary decisions – measures that will strengthen Ukraine and solve existing problems. It’s too early to share the details publicly. Once the decisions are fully developed, the Ministry of Defense of Ukraine and our army will present them to the public.

We will have our bilateral talks with Keir and a meeting in the E3 plus Ukraine format: President of France Emmanuel Macron, Chancellor of Germany Friedrich Merz, and Prime Minister of the United Kingdom Keir Starmer. Our teams have already done substantive work to prepare all the meetings. Now it is important to discuss everything and agree on the key things at the leaders’ level. The main focus is our defense in the war, greater cooperation for the security of all of Europe in the area of air defense, and our shared view of diplomatic prospects – Europe must be part of the negotiations and must be strong. A meeting with His Majesty King Charles III is also scheduled for tomorrow. I thank the United Kingdom and all our partners who, through real steps, are helping us strengthen the protection of life and increase pressure on Russia for its aggression. Russia must end its war.

Today, Romania approved the decision to provide Ukraine with the Patriot system, and I express my sincere gratitude for this. We also expect that our partners will deliver the full package of air defense and other assistance to Ukraine – the very package agreed upon at the NATO summit in Washington this past July. Our Defense Minister has already held a series of meetings in France, the UK, and Germany. We are in constant communication with our American partners and highly value our cooperation with Italy. We are also well-prepared for the upcoming “Ramstein” meeting, which will take place soon. All the agreements we reach with our partners must be implemented as quickly as possible. When decisions are made swiftly, Russia doesn’t have time to adapt, and we achieve especially valuable results. On January 3, a meeting of national security advisors will take place in Ukraine. This is the first such meeting in Ukraine and it is focused on peace. European representatives will attend, and we expect the American team to join online. Fifteen countries have confirmed their participation, along with representatives of European institutions and NATO. Next, on January 5, there will be a meeting of the military – chiefs of general staff. The main issue is security guarantees for Ukraine. Politically, almost everything is ready, and it is important to work through every detail of how the guarantees will function in the air, on land, and at sea – if we succeed in ending the war. And this is the key goal for all normal people. On January 6, a meeting at the leaders’ level will take place – European leaders and the leaders of the Coalition of the Willing. We are preparing now to ensure that the meeting is productive, that support increases, and that there is greater political confidence both in the security guarantees and in the peace agreement. I thank everyone who is helping us.

Today, during our meeting with Mark Carney, we discussed strengthening sanctions pressure on Russia. And it is important that such decisions are being made. We also discussed formats of defense cooperation, Canada’s participation in financing the production of Ukrainian drones under the Danish model, and cooperation in the energy sector. Importantly, Canada will continue to provide Ukraine with energy support and assistance in recovery. I thank Mark for his strong position during the G7–Ukraine meeting and for all the support for our people. We truly have strong allies and the Prime Minister’s significant personal engagement in supporting Ukraine. And this is highly valuable.

Our responses to Russia’s prolongation of the war and its attacks on our cities and communities are entirely justified. This time, Ukrainian long-range sanctions reached the Moscow region, and we are clearly telling the Russians: their state must end its war. Ukrainian drone and missile manufacturers continue their work. I am grateful to the Security Service of Ukraine and all the Defense Forces of Ukraine for their precision. The distance from Ukraine’s state border is over 500 km. The concentration of Russian air defense in the Moscow region is the highest. But we are overcoming it. Glory to Ukraine!

We are grateful to Israel for its decision to provide assistance for water supply systems in the southern regions. This is very important. I instructed Ukraine’s Minister of Defense to prepare the next Ramstein meetings in various formats. The UK, along with Germany and other partners, is currently keeping Ramstein operational, and in August–September we expect – very much expect – the format to deliver new steps for our Ukrainian resilience. This week, we are preparing a meeting with members of the Coalition of the Willing. Everyone in the world can see how much Russia is relying on the use of “shahed” drones. They have few options left to prolong the war, and Russian-Iranian drones are one of those few. I thank everyone who is helping us counter these attacks, and of course, everyone supporting our defense against Russian missiles.

They have few options left to prolong the war, and Russian-Iranian drones are one of those few. Today, at the meeting with the military and Ukraine’s Defense Minister we discussed the upcoming visit of General Kellogg – negotiations on further support will take place during the week. I instructed Commander-in-Chief Syrskyi and the Chief of the General Staff to present the information we have on Russia’s capabilities and our prospects. We are also preparing meetings between President Trump’s special envoy and the heads of the Security Service of Ukraine and our intelligence agencies. The information provided will be comprehensive. We count on the United States fully understanding what can be done to compel Russia to peace.
