As always, a good and productive meeting with Prime Minister of Norway Jonas Gahr Støre. We discussed in detail our cooperation in the production and use of drones. Our experience is already being used in the Middle East and the Gulf. We are improving defense against “shahed” drones, and we believe this should also be done in Europe. Today, for this purpose, we initiated a Drone Deal with Norway and signed a Joint Declaration on Enhanced Defense and Security Cooperation. Now our teams will work out the details. We also focused on our joint production projects and cooperation priorities for this year, and not only in defense. We continue to work together with partners to strengthen our countries. I personally thank Jonas, Norway, and all Norwegians for their military and energy support for Ukraine, for strengthening our air defense, and for their readiness to continue support for the PURL initiative. We feel your support and are sincerely grateful for it.

Important work lies ahead in Ankara. We expect a strong and productive NATO Summit. Decisions are needed now that will provide greater protection for our people, more capabilities for our defense, and even stronger security cooperation between Ukraine, Europe, and the United States. The NATO Summit Defense Industry Forum, nearly twenty planned bilateral meetings with leaders, new Drone Deals, and other agreements with partners. We will continue to work on bolstering Ukraine’s air defense. New systems, missiles for them, and the issue of production licenses – all of this is our priority. We are grateful to everyone who is helping Ukraine with real steps.

We all need a modern and truly effective defense system capable of protecting against any threats. The war has changed, and now, without genuinely strong protection against every type of drone, no one can feel secure. Ukraine has developed a special format of security agreement, which we call the Drone Deal format. We propose combining our military expertise and defense capabilities with those of our partners, specifically in drones, missiles, electronic warfare, and data sharing. Importantly, Italy has shown interest in this format of cooperation, and Giorgia and I agreed that our teams will work through the details of a Drone Deal between Ukraine and Italy. I thank Estonia and Kristen Michal personally for supporting Ukraine. This truly means a great deal to us. During our meeting, I presented the Prime Minister with the Order of Prince Yaroslav the Wise, II Class. And today, our countries took a critical step forward—we signed the Joint Declaration on Enhanced Security and Defense Cooperation. This important document formalizes areas such as exchange of experience, defense industrial cooperation, and air defense. We also continue to work on an agreement in the Drone Deal format. We value all of Estonia’s contributions to the PURL initiative. We count on further support, and I outlined our needs. We also discussed increasing sanctions pressure on Russia and Ukraine’s membership in the European Union.

My first meeting with the new Prime Minister of Latvia, Andris Kulbergs (AS) 🇺🇦🇱🇻, and an important result for our countries – we signed a Drone Deal. These are concrete things to strengthen our joint defense and co-production, and, importantly, this also means Ukraine’s expertise and experience helping to strengthen our partners. This is exactly the kind of systemic cooperation we are building with those who have consistently supported us throughout all the years of Russia’s war. Ukraine is interested in ensuring that every region of Europe has sufficient protection against Russian threats. I also informed the Prime Minister about Ukraine’s air defense needs. Separately, we discussed sanctions pressure on Russia, in particular strengthening sanctions against Russia’s shadow fleet. I am grateful that we have such excellent relations between our nations. And we thank Latvia for all the support it has provided to Ukraine throughout this war.

Over the past week, the Russian Federation has launched approximately 1,900 attack drones, nearly 1,400 guided aerial bombs, and around 60 missiles of various types against Ukraine. This highlights how timely the new partner contributions to the PURL initiative are, as well as the approval of the EU’s 20th sanctions package and the €90 billion European support package agreed in Cyprus. I thank all our partners who are helping. Our air defense system is already showing a very high success rate in intercepting drones – over 90%. And we need to keep working to ensure this rate continues to increase, not only against drones but also against ballistic threats. Every additional delivery of air defense missiles means saved lives and better protection for our cities and critical infrastructure.

I thank each of our combat brigades, all soldiers, and commanders who are using all their strength to destroy the enemy, especially by effectively deploying our drone capabilities. Our Ukrainian Defense and Security Forces are already gaining an advantage in this area – in July, our soldiers deployed more drones than the occupiers. This needs to be a steady trend on the front – across all types of drones available to our units: from FPV to all others, including our long-range drones – which are already having a strategic impact on the war. Impacting – in the interests of Ukraine. And our Ukrainian leadership in drones can not only be a factor that brings a just end to the war closer but also makes Ukraine a supplier of security for other states. The Ukraine Defense Contact Group, also known as the Ramstein group, held a productive meeting today. These are the countries supporting Ukraine’s defense and protection from Russian terror. Ukraine's Defense Minister Umerov attended, and I am looking forward to his detailed briefing. There will undoubtedly be new military aid packages, including deficit artillery. New countries are joining the Czech initiative on artillery ammunition for Ukraine, and I am grateful to each of them. Our priorities in air defense, electronic warfare, and drones remain unchanged. I thank all countries that are making meaningful contributions to them. Ukrainian drones are already demonstrating powerful results, and we must significantly increase the international component of our cooperation. Our drone strengthening must be felt at the frontline. I am grateful to all Ramstein participants and the United States, particularly Defense Secretary Austin, for their leadership. I would also like to thank Germany for the €500 million military aid package announced today. Artillery and armored vehicles. We value Germany's contribution to saving Ukrainian lives and our independence.

NATO's Rutte in Ankara: Today, we are launching the NATO Drone Edge Initiative. Through this initiative, allies are investing over 40 billion dollars in counter-drone capabilities over the next five years. We have also concluded a good number of bilateral agreements and broader partnerships with European countries that can help bring Ukraine’s new defense technologies into wider use, including drone and counter-drone systems that are already proving effective. So, what can NATO learn from Ukraine when it comes to the use of and defense against drones? 🔳 Counter-drone defense According to Ukrainian military officials, no NATO army is currently prepared to withstand a mass drone assault. 🔳 Camouflaging weapons ▪️ Over years of war, Ukrainian Defenders have mastered concealing weapons near the front lines under tree cover and camouflage netting. ▪️ Ukraine’s military has also developed systems for jamming Russian signals and tracking enemy drones. ▪️ NATO is considering using drones as tools for early warning and border deterrence. ▪️ NATO countries bordering Russia have initiated the creation of a Baltic Drone Wall — a network of drones, sensors, jamming systems, and surveillance equipment. 🔳 Drone production ▪️ Ukraine has significantly ramped up its capabilities and plans to produce 5 million drones in 2025. ▪️ Within NATO, Germany is working closely with Ukraine on drone development. ▪️ The EU has also announced plans to strengthen its member states’ capacity to manufacture drones. 🔳 Frontline testing Drone prototypes in Ukraine are immediately sent into combat and tested against Russian capabilities. Ukraine and Poland are preparing to host the Ukraine Recovery Conference this June. It is especially important for us that, for the first time, this annual conference will include a dedicated security and defense dimension – a key pillar of Ukraine’s recovery alongside energy, private sector development, human capital, and infrastructure reconstruction on the path to EU membership. I spoke about this at the “Road to URC” event in Rzeszów. Since the beginning of the full-scale invasion, Ukraine’s defense industrial production capacity has increased 50-fold. Nearly half of the weapons used by our Defense Forces are produced in Ukraine. We have one of the fastest innovation cycles: from idea to active combat deployment in as little as three months. Ukrainian drones, ground and maritime systems, electronic warfare capabilities, counter-drone solutions, and new types of missiles are already changing the nature of modern warfare. The world is very interested in this experience. We are ready to expand cooperation and integrate Ukraine’s defense industry into the European space. The “Build with Ukraine” and “Build in Ukraine” initiatives create tools for developing joint ventures and localizing production both in Ukraine and in partner countries. This is a shared investment in the security of our continent. I am grateful to the Ukrainian defense manufacturers who presented their stands in Rzeszów. Ukraine is ready for defense partnership. We will continue developing these contacts at the conference in Gdańsk this June.
