Very narrow lane with a typically poor surface. The cyclist is riding in primary - the centre of the lane to give more options to avoid potholes and prevent a dangerous overtake. Didn't work. The Dacia driver blasted on through at well over 30mph with around 1 metre space.

I personally detest cyclists in the roads as much as anyone but this was an IQ test and the driver failed it. 72 year old Jerry Wayne Ross of Woodstock, Georgia has been arrested for hitting a cyclist and leaving the scene. When police arrived to question him, Ross acknowledged the accident but claimed the cyclists were in the roadway and blamed them for the collision.
