Man this is utmost necessary step. Should penalize all pedestrians who cross the road as they please. In kandy, that is the most annoying thing to face when drive. That discipline must be made no matter what!

Ideally we should laws to punish jay walkers and any drivers who interact with beggars or other persons et at traffic stops; however with the level of poor enforcement we have, drafting such laws would be a waster of money & effort

I also believe these are things that should be taught in school. I remember as a kid I joined a local school in my home town in gamapah at the age of 7 after coming back to SL from overseas. The level of civic sense was completely lost amongst the many students I knew.
