Normal maps controlled by bone rotation. A similar technique is employed by the recent street fighter game with Ryu's muscle veins. they're not actually geometry, they're normal maps that have their strength adjusted depending on how much a certain bone moves or rotates.

Vertex colour based on deformation and then an alpha faded normal map? :D very cool result!
