Why do I have to pay for Baltimore’s bridge? You break it you pay for it or do they not want an investigation by the insurance companies?

Why would they do that when the shipping company’s insurance should pay a significant portion of the cost? Is it just because of the visibility of the issue. There is no reason for all of the US to pay for this bridge when mistakes were made that cause d the collapse.

I believe the insurance company for the ship is the one that's building the bridge again. NOT the tax payers.
