why isn't this being funded by carrier company's insurance provider?

Why would they do that when the shipping company’s insurance should pay a significant portion of the cost? Is it just because of the visibility of the issue. There is no reason for all of the US to pay for this bridge when mistakes were made that cause d the collapse.
