Take a look at the included project files, you should see an underwater bunker file that achieves results similar to this; it's driven by a plane with a displacement modifier on it, and the displacement animation is driven by the object coordinate setting. :)

Nope, well cycles IS a path tracer, but these caustics are driven by transparent shadow rays, not light rays, which makes them super efficient :)
