According to Carney, the proposal would involve a roughly $1.45B program, with approximately 10% federal financing and 90% provincial financing, to purchase some unsold condos at a discount and convert them into affordable rent-to-own housing. Carney says the focus isn't on helping developers. He says the goal is to help families who can't afford a down payment get into a home sooner.
