I'm more interested in how did you animate the caustics texture

Just add some distortion and TIME to the UV coordinates :)

Ive always wanted a light that uses a layer of water to create this effect along my walls. I love this so much! So pretty to look at~

WOAH thats cool, I gotta learn this... Ive ben trying to recreate a metal sheen effect and slime moving through a whole texture but it looks so not uniform

Caustics redirect light, so they will create spots with more light (bright spots) as well as spots with less light (darker spots). They have to conserve energy, and will actually have less light passing through, as some will be reflected and some absorbed by particles in water.
