Today is Europe Day. And Ukraine is marking it not formally or through sloganeering, but fully aware that we are already an inseparable part of the European family. We are defending Ukraine, our independence, our future – and in doing so, we in Ukraine are defending our Europe. A Europe of which Ukraine has been and will remain a part. From the first days of the full-scale war until today, Europe has stood with Ukraine. And this is not charity – it is a choice made by Europeans: to stand on the same side as the brave and the strong – the Ukrainians who are fighting today for peace and true protection against tyranny, not only for themselves, but for the entire continent. And we will inevitably defend our state, our people, and our right to freely choose our future – a future in Europe. Glory to Ukraine!

Everyone can see the ballistic missile threat posed by Russia – and this threat is growing. At the same time, Russian enterprises that manufacture ballistic missiles are still not subject to strict global sanctions. Some key Russian enterprises involved in ballistic missile production are not under sanctions imposed by the United States, the United Kingdom, Japan, Switzerland, and other jurisdictions. Of the seventeen key Russian enterprises involved in producing ballistic missiles, most, unfortunately, can exploit sanctions loops in the jurisdictions of various partners. We need greater coordination, daily engagement with partners on sanctions, and greater synchronization of sanctions. Unfortunately, one of the worst consequences of Russia’s war against Ukraine – and of Iran’s tactics as well – is that potential aggressors around the world can see how much harm ballistic missiles can inflict on human life. The global ballistic missile threat will therefore continue to grow, and all anti-ballistic defense capabilities must grow as well. Our FREYJA can become a shared European system providing integrated protection. FREYJA will be quick to produce and battle-tested. Ukraine is capable of manufacturing both the missile itself and the launcher. The decisive factor is cooperation with those European countries and companies that have the radars, sensors, and everything else required for an effective anti-ballistic system. And we already have agreements in place with all of these companies and all the necessary countries. These are the ten countries participating in the Anti-Ballistic Coalition: Ukraine, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom – as well as twelve manufacturers that have already joined. Ukraine is marking anniversaries: the adoption of the Constitution, the establishment of the Armed Forces of Ukraine, the restoration of our state symbols and the hryvnia. And the culmination of all this is August 24, 2026 – Independence Day of Ukraine, the 35th anniversary of its restoration. It is important that in such a year, Ukraine is giving rise to new, landmark elements of its state-building. Today, I submitted to Parliament a law on the Ukrainian National Pantheon. The names of all the heroes who, across different centuries and eras, fought for Ukraine and inspired Ukraine will be brought together and forever inscribed in our history – with a capital letter, with great respect and attention from the state. From a Ukraine that respects itself, values its people, and defends what is its own: its right to be Ukrainian. When no one, ever, will dictate how we should live, how we should speak, whom we should love, whom we should be grateful to, or which heroes we should honor. We will present our Anti-Ballistic Program to our partners and, for the first time, hold a meeting at the level of leaders, national security advisors, and defense companies from countries that can make a concrete contribution to building a new anti-ballistic system. FREDERIKSEN: Anti-ballistic is one of the most important tools for protecting Ukrainian society. Zelenskyy proposed that we form coalition on anti-ballistic. I totally agree with that. It's necessary for Ukraine and for the rest of Europe. Denmark has been one of the biggest donors to Ukraine since the beginning of this war. Even though we have just had elections in Denmark and I am currently trying to form new government, I can tell you that almost everyone in Denmark still agrees that our support for Ukraine must continue. I am quite proud that, even though many years have passed and we see growing division on this issue in other European countries, Danish people continue to stand together in solidarity with Ukraine. Anti-ballistic missile systems are one of the areas where we must now work even more closely with Ukraine. We already have Ukrainian production in Denmark based on Danish model. I also think that Ukraine’s drone and counter-drone technology must be included in Europe’s future defence strategy.

We are working with all our partners on air defense for Ukraine – this is the first priority. Anti-ballistic capabilities are now in short supply globally because of the war with Iran, but we must look for solutions. We are trying to accelerate work in Europe on producing our own anti-ballistic capabilities on the continent in sufficient quantities. We will also continue engaging with the United States regarding its ability to support Ukraine. The PURL program is working, and we are grateful for that. Europe is helping us financially. But strong leadership from the United States in expanding anti-ballistic production is also urgently needed.

We are closer to peace than ever during the war, but at the same time we cannot be sure whether Russia is ready for peace. Peace is most often a compromise, and we must prepare for the fact that all parts of a peace agreement will likely not meet our sense of justice. However, we will do everything we can to ensure that Ukraine’s independence, sovereignty, and territorial integrity are preserved. Ukraine is part of a free and democratic Europe now and in the future. We will continue to support Ukraine, we will not tire, and together with our allies we will ensure that Russia will never again attack its neighbor.
