I'm saddened to learn of the untimely passing of the Chairperson of the KNCHR, Roseline Odhiambo Odede. I had the privilege of serving with her both at FIDA-Kenya and in the Law Society of Kenya Council. In all our engagements, she was a level-headed, accommodative, and collaborative partner who always prioritised service to the people and the greater good. Roseline's tenure in charge of the KNCHR was characterised by exemplary fortitude and commitment to the rule of law and human rights. She steered the Commission through a difficult human rights context in Kenya but maintained unfettered dedication to standing up firmly against impunity, government excesses, and poor governance. Her death is a big loss for the country and the community of human rights defenders. We convey our heartfelt condolences to her family and friends. May her soul rest in eternal peace!

The successful operation in #Ijara was not a walk in the park with the current wet season. Our dedicated officers endured heavy rain and flooding to smoke out #AlShabaab militants from their hideout. This is an indication that not even the vagaries of the weather can deter ongoing Multi-Agency Security operations against AlShabaab. Security personnel deserve a pat on the back for sacrificing their comfort to keep Kenyans safe from security threats like terrorism. Our team VOCAL Africa together with Muslims for Human Rights (MUHURI) and HAKI Africa today escorted TL Elder and his family to report his incident with the National Police Service-Kenya at Central Police Station, Mombasa Besides the torture, Mwabili also saw the confiscation of his passport, phones, laptop and other gadgets by the Kenyan authorities when he was handed over back to Kenya. Police at Central Pooice Station have wrongfully refused to record his complaint arguing he should report the same at Diani Police Station which was his first contact station upon arrival. As VOCAL Africa, we want to tell the police that a Kenyan can report a matter at any police station. Once reported, the police should then escalate the matter to the relevant police station. However, in order not to give National Police Service-Kenya an excuse, our teams are proceeding with TL Elder and his family to Diani.

There's no way Kenya can proceed forward with this kind of "police". Once we reclaim our country from Ruto the Police service as currently constituted must be disbanded. There shall be no "vetting." All who are serving today shall never serve in any future Police Service. The new government will meet the need for Police by requesting the commonwealth states to second Police to Kenya for 3 - 4 years. There's sufficient experience from states emerging from wars that could be effectively used to manage the transition. The current policemen would have to be thoroughly investigated for crimes and violations of civil & human rights and be duly prosecuted.

Today, President Ruto launched the Framework for Compensation and Reparations to Victims of Human Rights Violations During Protests and Picketing. KSh 2 billion is for compensation. The real goal is bigger: protect the right to protest, reform how protests are policed, and end a cycle that Kenya has normalised for far too long.

We have received several deeply worrying allegations of unnecessary or disproportionate use of force by security forces during protests organized by youth groups demonstrating against corruption and the recent Government ban on social media platforms. We call on the authorities to respect and ensure the rights of peaceful assembly and freedom of expression. All security forces must comply with the basic principles on the use of force and firearms by law enforcement officials. Nepal enjoys a lively democracy and active civic space, and dialogue is the best means to address young people’s concerns. POLICE WARN AGAINST UNLAWFUL PROTESTS AHEAD OF INAUGURATION By Victoria Kayeye Yambani The Zambia Police Service has issued a strong warning against planned unlawful processions, assemblies and protests across the country, including during Tuesday’s presidential inauguration. Police Inspector General Graphel Musamba says the Service has received credible intelligence that certain groups and individuals are mobilising and inciting members of the public to participate in unlawful protests. He says police are also aware of efforts to mobilise people to protest against the detention of certain suspects currently in police custody. While acknowledging that Article 21 of the Constitution guarantees the right to freedom of assembly and association, Mr Musamba says the right must be exercised within the law and is subject to limitations necessary to maintain public safety and order and protect the rights and freedoms of others. The Police Chief says the Zambia Police Service has a constitutional and statutory responsibility to maintain law and order, protect life and property, and ensure public safety and security. He has warned that anyone who participates in, organises, facilitates or supports unlawful activities will be dealt with firmly in accordance with the law. Members of the public have also been cautioned against being incited into violence, obstructing lawful activities or engaging in any conduct that amounts to a criminal offence. Our team of Advocates has been unable to gain access to Kasarani Police Station, where some Kenyans are being held, as the roads have been barricaded. We take note of reports of several persons who have been beaten up and injured by police. We demand that the National Police Service-Kenya exercise restraint from using excessive force against the people. We have also seen images of police indiscriminately lobbing teargas cannisters in largely residential areas and without provocation. This itself is a breach of the peace and order police are required to maintain.
