Today, I received a report from our negotiating team following the second day of their meetings in America with envoys of the President of the United States. I am very grateful to American society for its clear support for a normal, dignified peace for Ukraine. It is important that none of us is forced to return to war in a few months or years, which means that security guarantees for Ukraine and for all of Europe must be sufficient for a reliable peace. I expect that after the negotiating team returns to Ukraine, we will discuss in detail all aspects of the meetings, which for now cannot be safely discussed over the phone. There are signals that further exchanges may be possible, and this would be good news and confirmation that diplomacy is working. We hope this will happen.

I am pleased to welcome to Ukraine the President of Moldova, Maia Sandu. We value this visit on such a meaningful day, when we remember the Chornobyl disaster and the colossal solidarity and selflessness of our people, which made it possible to protect our country and our entire region, all of Europe and the world from an even greater radiation catastrophe. Today, Maia and I focused primarily on issues of security, our cross-border cooperation, the protection and development of infrastructure and energy, and we also had a very substantive discussion on our shared path toward the European Union. We are now working to ensure that all six clusters are opened as soon as possible and that EU membership becomes our shared success – for Ukraine, Moldova, and the entire European Union. Ukraine will continue to support Moldova on security issues – in particular with regard to the Transnistrian region. We are also ready to further develop our trilateral formats together with Romania. I personally thank Maia and all of Moldova for supporting Ukraine and for cooperation that strengthens our entire region.

I am grateful to the United States for all the assistance and bipartisan support for Ukraine and the Ukrainian people. It’s important for us—and for the entire free world—that American strength is felt. We had a detailed conversation about the battlefield situation, how to return our prisoners of war, and effective security guarantees. From the very first second of this war, Ukraine has sought peace. We must and can ensure that peace is strong and lasting—so that Russia can never return with war. I held an extended meeting with the military. Among other topics, we discussed the military foundation for diplomacy — the next technical meeting. We are working to ensure it takes place as soon as possible. Ukraine’s interest is not to prolong the war, but to be prepared for any development. It is clear to the world that it is Russia’s fault the war is still ongoing. Ukraine is ready to take the fastest possible steps — for a real ceasefire and the establishment of a new security architecture. We are doing all the necessary groundwork on our side. What’s needed is a reciprocal readiness from Russia – and it’s not there now, and without global pressure, that will not change. We are doing our part to maintain that pressure, primarily through our defence and active operations. I thank all our warriors for their resilience and real results.

Our international activities for February are planned by the day. There will be more negotiations, meetings, and new agreements for Ukraine, which will strengthen our warriors. We are also currently working with a few countries on new security commitments, and the agreements we are preparing have the potential to be quite ambitious and substantive. I am grateful to the diplomatic teams involved in this work. We must show results in the coming months in developing the architecture of security agreements that will send positive signals throughout the year. These will be signals of effective and long-term support for Ukraine, as well as our partners' confidence in Ukraine's ability to defend itself against Russian aggression. The world is ready to practically help only those whose strength is evident.

The Victory Plan has been presented to America, and we explained each point in detail. Now, our teams will work to implement every step and decision. Everything crucial for Ukraine is on the table with our partners and under consideration—long-range capabilities, defense packages, sanctions against Russia, and measures regarding Russian assets. I am grateful to President Biden for the invitation. The most important focus remains the frontlines. We have done everything within our power to strengthen ourselves as much as possible. Now, together with our partners, we need to ensure exactly what will bring a just peace closer. Russia must lose this war. Ukraine must prevail. We are working with all our partners on air defense for Ukraine – this is the first priority. Anti-ballistic capabilities are now in short supply globally because of the war with Iran, but we must look for solutions. We are trying to accelerate work in Europe on producing our own anti-ballistic capabilities on the continent in sufficient quantities. We will also continue engaging with the United States regarding its ability to support Ukraine. The PURL program is working, and we are grateful for that. Europe is helping us financially. But strong leadership from the United States in expanding anti-ballistic production is also urgently needed.

Today, I hosted Secretary Antony Blinken for a detailed discussion of the battlefield situation, support for our soldiers, and ongoing defense cooperation. We discussed the need for Patriot systems in Ukraine to protect our cities and communities, such as Kharkiv and the surrounding region. Two Patriots for the Kharkiv region could significantly contribute to the protection of lives from Russian terror. We also talked about preparations for the Global Peace Summit. It is important for us that the United States and President Biden participate and that America's role in maintaining rules-based international order does not weaken. I am grateful to the American people, the United States Congress, and President Biden and his team for their support in our fight for freedom and independence. We appreciate the United States' decision to continue its support for Ukraine, and we discussed how to best implement the announced aid packages and get weapons into the hands of our warriors as soon as possible.

I met today with Latvia’s Minister of Foreign Affairs Baiba Braže. I presented her with the Order of Merit, II class, for her significant personal contribution to strengthening our cooperation and supporting Ukraine’s sovereignty and territorial integrity. I am grateful for all the assistance to our people, for the visit, and especially for her trip to Chernihiv. It is extremely important for us when partners personally visit such places and support the reconstruction of our schools and kindergartens. We discussed defense support. We value Latvia’s contribution to the PURL initiative. We also spoke about the possibilities of using the SAFE mechanism and the prospects for joint weapons production. Latvia is a leader in the Drone Coalition. This year, it has supplied Ukraine with about 12,000 drones, and this is vital support for our defense. We also focused on the diplomatic situation. Our positions are aligned – the sanctions pressure on Russia must be increased, and the relevant work with partners must continue. Latvia stands with us and will continue to do so. I am grateful for the unwavering support for Ukraine.

Europe is now shaping a new global role for itself – all the events that have been taking place for almost four years now show that Europe’s role must be truly strong and effective. I am grateful to Cyprus for its support at the political level, including with regard to the negotiations on Ukraine’s EU membership. At the same time, Ukrainian government officials continue discussions with the United States and Europe on the real recovery and real development of Ukraine after the war. The chance is considerable at this moment, and it matters for our every city, for our every Ukrainian community.
