As municipalities, we can plan for projected population growth of citizenship, but it’s impossible to plan sufficiently for people we don’t even know that they are in our country and cities. We need national help to deal with illegal immigration. In Tshwane, we have a service delivery plan that covers the years ahead, but its success can be easy hampered by unexpected population growth. We are implementing reforms to improve our trading services and maintain critical infrastructure for better service delivery. Our success also rests on the work done by national government. The state of water infrastructure in South Africa is poor. We have gone years without investing in maintenance or construction. What we are witnessing currently is evidence of years of neglect. In Tshwane, we have been criticised for using water tankers to ensure continued service delivery of water to residents in times of crisis. However, this positioning of blame neglects the context of what we’ve inherited and are now trying to fix -aging infrastructure.

Tshwane-owned water tankers are on the road providing water to residents. We recently announced that we are abandoning contracted services for water tankers. From 1 April, City staff have been working to provide water to residents in need. We visited Hammanskraal hydrant collection points this morning along with Ward Councillors and MMC for Utility Services Cllr Frans Boshielo. While work is underway to stabilise water supply through infrastructure maintenance and repairs, residents must continue to receive adequate water supply. This budget will benefit the residents of Tshwane as funds will be bolstered to improve service delivery. For the first time in years, the City will procure its own waste trucks and increase funding for the filling of key vacancies. We made a promise to residents of this Capital city when we took office, and we have kept that promise. The budget will be implemented from 1 July 2025, following extensive public consultations. The City’s Bad Buildings Committee has returned to Pretoria Industrial for an illegal electricity disconnection operation. We've arrested an individual who was allegedly posing as a City of Tshwane contractor and was connecting electricity illegally in the area. A fake City of a Tshwane logo was found on their vehicle.
