Last night, in Russia's Saratov, more than 600 kilometers from the front line, two strategic facilities were hit: the Saratov Oil Refinery and the Engels military air base. In the Kaluga region, the tank farm of the Lyudinovskaya oil depot was hit. In the Bryansk region, our warriors also carried out a precise strike on a site used to store, prepare, and launch attack drones. As long as there are no meaningful signals from Russia about ending the war, it is crucial to strengthen our defense and especially to invest in Ukrainian production. This is the foundation for peace talks. Thank you, Gitanas, and the Lithuanian people, for sharing this view. We also discussed sanctions pressure, our European integration, and reconstruction. Today, I had a substantive meeting with UK Prime Minister Keir Starmer. Our main objective right now is to stop Russian terror and force Russia into peace. We discussed the development of defense cooperation. Collaboration in this area will allow Ukraine to receive stable funding for important projects, particularly the production of interceptor drones and long-range drones. There is a good outcome from today’s meeting – an additional decision on joint production. I believe it will strengthen both of our countries. Special attention was paid to bolstering our air defense. We also have agreements on this. Thank you! An important issue is the introduction of new sanctions against Russia. Pressure must be applied to the energy and banking sectors, the shadow fleet, the companies that supply dual-use components used in the production of drones and missiles, as well as all those involved in the production of the “Oreshnik” missile system. Anything that helps Putin scale up weapons production must be blocked. I thank Keir Starmer and the United Kingdom for leadership and for all forms of support that help Ukraine protect lives and shield our people from Russian terror.

Selling Russian oil means financing the killing of Ukrainians. Under the laws and customs of war, tankers transporting Russian oil are a legitimate military target. 🔹️21 July 2023: “The Ministry of Defence of Ukraine warns that starting from 00:00 on 21 July 2023, all vessels sailing in the Black Sea towards ports of the Russian Federation or Ukrainian seaports temporarily occupied by Russia may be considered by Ukraine as carrying military cargo, with all corresponding risks”. This was Ukraine’s response to a similar statement issued by the Russian Federation. Since then, Russia has attacked Ukrainian ports dozens of times, damaging many ships and killing and injuring crew members and dockworkers. 🔹️28 November 2025: Ukrainian naval drones struck two sanctioned tankers of Russia’s shadow fleet, KAIRO and VIRAT, in the Black Sea as they were heading for loading at the port of Novorossiysk. The operation was carried out jointly by the 13th Main Directorate of the SBU’s military counterintelligence and the Ukrainian Navy. Ukraine did not start this war. Every day our children, our civilians are being killed. Russian oil is a source of funding for an aggressive war and a priority military target.

Since last night, our emergency services have been working at the sites of the Russian strikes. A wicked attack – as of now, we know of dozens of wounded, including children and a pregnant woman. Sadly, four people have been killed. My condolences to their families and loved ones. About 430 drones and 18 missiles were used in the strike, including ballistic and aeroballistic missiles. This was a deliberately calculated attack aimed at causing maximum harm to people and civilian infrastructure. In Kyiv alone, dozens of apartment buildings have been damaged. The Azerbaijani Embassy was hit by debris from an Iskander missile. The main target of the attack was Kyiv, and strikes also hit Kyiv, Kharkiv, and Odesa regions. According to preliminary data, the Russians used a Zircon missile in the Sumy region this morning. Minister of Internal Affairs Ihor Klymenko has already reported on the progress of rescue operations at the sites. I am grateful to everyone helping our people.
