This night, 34 Russian missiles targeted Ukraine. We managed to intercept a portion of them. However, the world has all of the resources to assist us in intercepting every missile and drone fired by Russian terrorists. This is completely doable. All that is required is for the necessary political decisions and agreements to be implemented. What Ukraine needs is air defense systems, a sufficient quantity and quality of weapons to ensure our frontline actions, as well as prompt delivery and steadfast action. Terror must always fail, and everyone who assists us in combating Russian terror is a true life defender. Our people continuously suffer from Russian terror. This week alone, Russia has used over 600 guided aerial bombs, more than 60 “Shahed” drones, and nearly 40 missiles of various types. We have significantly strengthened our air defense shield this week, thanks to Germany and the United States. Ukraine’s Patriots will prove their worth even more in countering Russian terror. However, to protect all our cities and villages, and to truly overcome Russian terror, we need more concrete decisions. Next week, we will work with our partners for such decisions – preparations are already underway.

Today, Romania approved the decision to provide Ukraine with the Patriot system, and I express my sincere gratitude for this. We also expect that our partners will deliver the full package of air defense and other assistance to Ukraine – the very package agreed upon at the NATO summit in Washington this past July. Our Defense Minister has already held a series of meetings in France, the UK, and Germany. We are in constant communication with our American partners and highly value our cooperation with Italy. We are also well-prepared for the upcoming “Ramstein” meeting, which will take place soon. All the agreements we reach with our partners must be implemented as quickly as possible. When decisions are made swiftly, Russia doesn’t have time to adapt, and we achieve especially valuable results. This applies to the protection of our cities and communities from attacks, the support of our soldiers on the frontlines, and the resilience of our country and our people. Both the President’s Office and our diplomats are actively working to ensure a positive political outcome of the swift approval, as well as a positive outcome of the package itself, which should include the items that our warriors on the front lines expect so much. The time between political decisions and actual damage to the enemy on the front lines, between the package's approval and our warriors' strengthening, must be as short as possible. This strength must be the one capable of truly changing the situation on the frontlines. Frontline air defense is just as important as protection for our cities and villages. Our long-range capabilities, artillery, and ability to expand our area of control are all important. Every day is important now, in terms of communication, politics, and logistics. And I am grateful to all of our friends in the United States, as well as our partners around the world, who see common opportunities and tasks in the same way that we do in Ukraine. Together, we must stop Russian terror by all means, limit Russia's terror potential, and force Putin to admit the obvious: this war will yield no results for him.

Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military capabilities. We are counting on their support. Attention was also given to security guarantees for Ukraine and all of Europe. We also discussed our diplomatic work and the importance of assistance to Ukraine. Support for the PURL initiative must continue, and the full potential of the SAFE instrument for joint weapons production with Ukraine must be realized. Ukrainians, along with all other Europeans, must feel secure in their future and assured that Russian aggression will never occur again. I thank our partners who understand this and help. We aligned our positions, coordinated next steps, and agreed on further contacts within the broader circle.

Dozens of partner countries will participate, including those who can help boost our capabilities not only to defend against missiles but also against guided bombs and Russian aviation. We will discuss this with them and continue to persuade them. Lives need protection here and now in Ukraine, and air defense systems must be operational for this purpose. We also talked about F-16s for Ukraine and all the necessary weapons for our defense against the Russian occupiers, including shells for our soldiers, essential equipment, and the protection of our energy infrastructure. I am grateful to the Netherlands for announcing a new assistance package for Ukraine. We also discussed the possibility of the Netherlands taking on a patronage role over Zaporizhzhia, which would involve supporting infrastructure, protecting normal life, and addressing humanitarian issues. This is something that will definitely help Ukraine, and we deeply appreciate all the support from the people of the Netherlands, from Prime Minister Schoof personally, and from all the political and public figures in the Netherlands. We have already successfully brought back more than four thousand people—4306. And we will bring them all back. Now, when discussing ways to end the war with the American side and our other partners, we speak about the release of prisoners as one of the first steps. We believe that this absolutely must happen. I thank all our partners who support us in this effort. And everyone in Ukraine and around the world—all those who keep the issue of prisoners on the information agenda. Today, we received the awaited decision on the US aid package that we long fought for. And a very significant one. Our warriors on the front lines, as well as our cities and villages suffering from Russian terror, will feel it. The U.S. House of Representatives voted on it today. I thank everyone who supported our package, this is a solution for protecting life. I personally thank Speaker Mike Johnson and all American hearts who believe, as we do in Ukraine, that Russian evil must not be winning. I am hopeful that the bill will be quite quickly passed by the United States Senate and sent to President Biden. We appreciate every sign of support for our country and its independence, people, and way of life, which Russia is attempting to bury under the rubble. America has demonstrated its leadership since the first days of this war. Exactly this type of leadership is required to maintain a rules-based international order and predictability for all nations. We will undoubtedly use American assistance to strengthen both of our nations and bring a just end to this war closer, the war that Putin must lose. I thank our entire Ukrainian team and everyone who works tirelessly to bring this outcome closer.
