That dude was clearly visible past the line for like a solid 6 seconds. Like come on. How on earth can you approach and not see it from far off. ...But also how on earth did the passenger behind them know exactly when / why to record this?

the driver did not indicate (did not have his turn signal on). he tapped on the brake twice. plus he's making an illegal lane change over a solid white line.

Solid line for the keep but you have to be alert all the time when driving.

50/50. Jeep illegal lane change. Other car still has a duty to avoid collision. Inattentive/careless driving, probably speeding.
