I don’t see a plate on the golf cart so I’m assuming it’s not road legal. The white suv is in the wrong lane trying to turn left. I would say golf cart is at fault.

Real answer is we need at least 3 seconds more before the start to know whether the golf cart respected the stop sign. Hope that kid was okay!

Golf cart like any other atv dirt bike etc would be allowed to cross public roadway and most likely travel a 100’ anyway for getting through trail to trail road crossings through intersection etc. so id say car on wrong side of road should be to blame however, if im officer responding papa golf driver getting a stack of tickets for stupidity

Golf cart. It’s at a stop sign and must make sure the road is clear. There is no yellow line in the road so the car isn’t on the wrong side of the road.
