At first I thought the cyclist. Then I saw that the pedestrian purposely changed direction to block the cyclist. Then I saw that another pedestrian had entered the crossing on the left. So the answer is both of them.

Pedestrian. The cyclist was going behind him. It was unnecessary.

Cyclist. Rule 195 in the Highway Code states that: you MUST give way when a pedestrian has moved onto a crossing
