Because all they care about is staying in power for as long as possible and making money. What if we had performance bonuses for politicians achieving certain goals like we have for company CEOs? Their personal interests would align with the people's. Change the incentives, change the behavior.

Not just fear. Status quo earns politician big bucks once they are in place and hence big bucks to people who helped them get to that place Innovation and change disrupts that flow for almost every one in that incumbency

Afraid to innovate to avoid being criticized? Yes, I agree. They have no interest in taking risks, they have to stay there for a few years and take away a nice salary for doing almost nothing. This leads to not caring at all about the long-term goals, the most important ones.
