I can't speak to the logic but my guess is the develops carved out locations for possible use and then simply covered them up or made them inaccessible for efficiency sake. Forcing the dev team to go back and remove stuff and rework the landmass would be more complicated.

No, this is from the tutorial area of Chapter 1 where you rescue John. It’s also really easy to get out of bounds in Red Dead 2, just by glitching.

errr... mr. idiot have you heard about "map generator"? The rockstar developers never did ever inch of the map from the scratch, asshole. So the beautiful "out of bound" areas are made with tool and not inch per inch.

You literally go there in the second mission of the game to save John, not accessible beyond that, but that’s fine, imo it feels more interesting with restricted access, still can glitch yourself there
