How this differs from geometry scripting?

They are slightly the same, but operations in PCG graph are better optimized than creating geometry via Blueprint or Construction Script. Also you can mix the results with other PCG operations/features

Are there some performance tradeoffs? Do the meshes get backed at build time?

I don't think these are supported by DynamicMesh yet!
