How is it not melting?

The water inside is cooling the plastic

I've drank polyethylene glycol before several times. It's commonly used to "flush the bowels" before a colonoscopy. Follow me for more "Old guy shit I really didn't want to know about."

Anyone who's eaten a frozen meal or aseptic packaged meal that has been heated in a microwave has already eaten food brought to temperature while in plastic. I am impressed that the water draws the heat away so quickly such that localized heating doesn't case the bag to fail.

Probably not, but to me it's wild that the bag doesn't melt or burn. I can see that the water absorbs most of the heat, but still, I'd think that the outermost layer would lose enough molecules quickly that the bag would lose structural integrity.
