I would report both of them and let the police decide if any offences were committed. The black car is marginal, but looks like white Audi driver had plenty of time to react to the red light. Red lights are not optional.

Once laws are introduced forcing cyclists to be third party insured, registered & licenced, many motorists will be reporting cyclists for all manner on things. I notice Bias Vine made no reference to the cyclist that ran the red lights too.

Personally I would not, mainly because they didn't pose any elevated danger to themself or anyone else at that moment. Had they gunned it through then I probably would.
