ZIMBABWE WILL ASSUME SECURITY COUNCIL RESPONSIBILITY WITH HUMILITY, INDEPENDENCE, AND A READINESS TO SERVE" "Mr President, Zimbabwe is grateful for the confidence placed in us through our election to the Security Council for the 2027-2028 term. My country will assume this responsibility in January 2027 with humility, independence, and... a readiness to serve, guided by our foreign policy of being 'a friend to all and an enemy to none.' Accordingly, my country will prioritise four priorities in the Council. Firstly, the promotion of preventive diplomacy, mediation and peaceful dispute resolution, while tackling the underlying causes of insecurity. Secondly, we shall advocate for the strengthening of cooperation between the United Nations and regional organisations, such as the African Union and its Peace and Security Council. In this respect, we call for the full implementation of Resolution 2719 to ensure predictable, adequate and sustainable financing for authorised African Union-led peace support operations. Thirdly, our nation believes that our rich heritage and natural resource endowments must advance industrialisation, modernisation and the green agenda for the prosperity of all and not to finance conflict. As such, Zimbabwe shall support Africa's Silencing the Guns Agenda and stronger action against terrorism, organised crime, illicit arms flows and illegal resource trafficking. Zimbabwe has been elected as one of the 10 non-permanent members of the 15-member United Nations Security Council for a two-year term, beginning on 1 January 2027 and ending on 31 December 2028. Zimbabwe will become one of three African countries serving on the 15-member Council, joining the Democratic Republic of the Congo and Liberia. The DRC and Liberia were elected in June 2025 and are serving two-year terms from 2026 to 2027 on the body responsible for maintaining international peace and security. For the next two years, Zimbabwe will have a seat at the table when the world discusses wars, conflicts, sanctions, peacekeeping missions, and other major international security crises. The country will be able to vote on Security Council resolutions and participate directly in debates and negotiations on some of the most important global issues. Although it will not have veto power, which remains reserved for the five permanent members, the United States, Russia, China, the United Kingdom, and France, the seat is a significant diplomatic achievement. It raises Zimbabwe’s international profile and gives the country a voice in some of the world’s most important security discussions, although it does not give Zimbabwe the power to block Security Council decisions. Zimbabwe’s election to the United Nations Security Council marks the country’s third time on the powerful body. It previously served as a non-permanent member in 1983–1984 and again in 1991–1992. Its return marks the first time under President Emmerson Mnangagwa’s presidency. Beyond serving on the United Nations Security Council, Zimbabwe’s main gain is diplomatic influence. Today, I welcomed participants to the Maiden Security Summit, themed “Security: A Collective Responsibility”, at Unity Hall, Government House, Asaba. The summit aligns with the fourth pillar of our MORE Agenda, Enhanced Peace and Security which underscores our commitment to creating a safe and secure environment for all Deltans. In my keynote address, I emphasised that sustainable development can only thrive in a secure environment and urged participants to identify and address gaps in communication, trust and cooperation that are often exploited by criminal elements. I reaffirmed my administration’s commitment to providing the leadership, resources and support needed to strengthen our security architecture and enhance the effectiveness of our security agencies. I also commended the Armed Forces, Police, intelligence agencies, traditional rulers, community leaders, women’s groups and youth organisations for their invaluable contributions to maintaining peace and security. Reiterating Delta State’s condemnation of terrorism in all its forms, I expressed confidence that the summit’s deliberations would produce practical solutions that would further advance the peace and security objectives of our MORE Agenda.

This intense day is coming to an end, dedicated to advancing peace and stability in the Middle East. The EU remains fully engaged with global partners and the broader international community to advance the implementation of the Gaza Peace Plan. Peace, security, and dignity for both Israelis and Palestinians require political courage, sustained engagement, and collective responsibility. Our guiding framework remains UN Security Council Resolution 2803. Early recovery and reconstruction in Gaza can only be sustainable if anchored in a credible political horizon-the Two-State solution. Without that horizon, reconstruction will not deliver lasting stability.

I met with Masud Gharahkhani, President of the Storting, and the leaders of political parties represented in the Norwegian Parliament. We deeply appreciate that all parties are united in their support for Ukraine. We discussed the consolidation of international support at the parliamentary level and the areas of our future cooperation. I informed the MPs on the diplomatic efforts to achieve peace, the vision for a future security architecture of Ukraine and Europe, and humanitarian efforts to bring our children home. I am grateful to the people of Norway for their assistance to Ukraine and to the Storting for its decision to allocate nearly $8 billion this year. This is truly a significant contribution to strengthening our nation.

South Africa appreciates the report on the state of peace and security on our continent, and remains concerned about worsening conditions of conflict, war and instability on our continent. South Africa reaffirms its unwavering commitment to the vision of a peaceful, prosperous and integrated Africa as articulated in #Agenda2063. As we meet here, a number of African countries are currently under suspension from our Union due to Unconstitutional Changes of Government (UCGs), thus reverses democratic gains and development of our continent. The slow transition to constitutional order by the suspended countries is of concern. There must be demonstrable and comprehensive political engagement to assist any suspended country to navigate their respective transitions successfully and speedily; and to ensure they do not slide back into conflict. The situation in Sudan remains of concern to us all. We reiterate our call for all warring parties to lay down their arms immediately, allow unfettered humanitarian access and, most importantly, embark on an inclusive national political dialogue as the only way towards a sustainable resolution. With respect to the recent political and security developments in South Sudan, the situation is concerning. We call for a ceasefire in all affected states and urge all stakeholders to engage in an all-inclusive dialogue that will pave the way for free, inclusive and credible elections to end the long transition. South Africa, together with other C5 Members and members of IGAD is hosting a C5 Plus Summit here in Addis Ababa to consolidate South Sudan peace. There is a need for pragmatism and for an honest assessment of the minimum conditions required to conduct free, inclusive and credible elections, while acknowledging that certain processes may necessarily extend beyond the lifespan of the Revitalised Agreement for the South Africa is concerned about the prevailing security and humanitarian situation in the eastern Democratic Republic of Congo, despite several mediation and peace processes. We reiterate that the unity, sovereignty and territorial integrity of the DRC must be upheld and respected. We condemn the continued capture of territories by the M23/AFC in the Kivu and Ituri provinces. Such unlawful actions must be corrected decisively. Cyprus has now begun its presidency of the Council of the European Union, which will continue through the first half of this year. We are working to make as much progress as possible during this period on opening negotiating clusters and on Ukraine’s accession to the European Union. We discussed this today with the President of Cyprus NikosChristodoulides, and I am counting on productive cooperation. The President and I talked about strengthening sanctions against Russia, which must remain in place as long as Russia’s aggression and occupation continue. We also touched on reinforcement of our air defense, the production and supply of drones, and Cyprus’s participation in the PURL initiative and SAFE instrument. We hope that support for Ukraine will remain strong. Thank you to Cyprus and to the President for the support.

As regional leaders, history will judge us harshly if we remain still and watch the situation worsen day by day. In line with the principle of African solutions for Africa’s problems, our countries have a collective responsibility to ensure we urgently address the existing security challenges that have heavily impacted the well-being of innocent civilians. This joint summit meeting in Dar es Salaam presents an opportunity to recommit our collective efforts in addressing the conflicts, and reaffirm our sustainable peace and stability in the entire EAC and SADC regions. It is crucial that we find a durable solution that upholds sovereignty, promotes inclusivity and ensures that the people of DRC can enjoy the durable peace and security that they have been yearning for, for decades. As a steadfast advocate for peace in Africa, Tanzania is deeply concerned about the persistent insecurity in Eastern DRC. The ongoing conflict not only destabilizes our brotherly nation, but also puts serious dents on our consistent efforts to enhance regional integration. My country remains committed to supporting ongoing diplomatic initiatives to end this conflict, and so we call on all parties involved to positively engage in negotiations, prioritize the well-being of the people, and commit to a peaceful co-existence.

This joint summit meeting in Dar es Salaam presents an opportunity to recommit our collective efforts in addressing the conflicts, and reaffirm our sustainable peace and stability in the entire EAC and SADC regions. It is crucial that we find a durable solution that upholds sovereignty, promotes inclusivity and ensures that the people of DRC can enjoy the durable peace and security that they have been yearning for, for decades. As a steadfast advocate for peace in Africa, Tanzania is deeply concerned about the persistent insecurity in Eastern DRC. The ongoing conflict not only destabilizes our brotherly nation, but also puts serious dents on our consistent efforts to enhance regional integration. My country remains committed to supporting ongoing diplomatic initiatives to end this conflict, and so we call on all parties involved to positively engage in negotiations, prioritize the well-being of the people, and commit to a peaceful co-existence.
