Honourable Members, The Constitution empowers the President to appoint the National Director of Public Prosecutions without stipulating any criteria to that effect. Although there are no requirements in law to do so, I decided to constitute a panel to assist in the process of appointment of the next NDPP, in terms of calling for nominations, shortlisting candidates and interviewing the shortlisted candidates. This is similar to process followed when I appointed the current NDPP, Adv Shamila Batohi. This process is transparent and helps to build public confidence in a critical office. I selected a panel that would combine a variety of skills and experiences. These include public service administration, financial management, legal and jurisprudence, administration of justice, and promotion of equality and human rights. The panel I constituted that includes representatives from the National Executive, Chapter 9 institutions and legal bodies. I chose the heads of certain Chapter 9 institutions for the panel because these are independent bodies established to support and protect South Africa's constitutional democracy, the rule of law and human rights. They are required to always act impartially and subject only to the Constitution and the law, ensuring their decisions are made without fear, favour or prejudice. They are therefore well positioned to understand the qualities and capabilities expected of an NDPP. I have included legal practitioners in the advisory panel so that candidates are evaluated by people with experience in the legal and criminal justice system. In addition to their legal acumen, candidates must be able to demonstrate qualities and capabilities relating to leadership, strategic management, financial management, ethical leadership, and a broad understanding of the justice system. Based on their assessment, the panel will submit a shortlist of recommended candidates to me for consideration and appointment as empowered by the Constitution and the NPA Act. #RamaphosaQandA

At today’s Ministerial Statement at the United Nations Headquarters in New York, I delivered a clear message: Africa stands at a defining moment. With a population of over 1.4 billion projected to reach 2.5 billion by 2050 and nearly 70% of its people under the age of 30, our continent holds immense potential. Yet each year, approximately 12 million young Africans enter the labor market, while only about 3 million formal jobs are created. This gap is not merely an economic concern, but a pressing development and stability challenge. I shared that Uganda’s experience demonstrates a critical lesson real transformation requires coordinated and deliberate action that connects young people to economic systems and enables a shift from subsistence livelihoods to meaningful participation in the money economy. Uganda has taken practical steps to address this challenge. Through initiatives such as the Youth Livelihood Programme (YLP) and the Parish Development Model (PDM), Government is extending financial support and bringing services closer to communities to stimulate grassroots economic participation. The Emyooga Programme has further strengthened access to affordable finance by organizing citizens into savings and enterprise groups, many of them youth led. In addition, investments in skilling through Technical and Vocational Education and Training (TVET), as well as digital innovation hubs, are equipping young people with competencies relevant to today’s evolving economy. I emphasized three key priorities. First, investing in future-ready skills, including digital, green, and entrepreneurial capabilities. Second, unlocking financing for youth led enterprises, leveraging frameworks such as the African Continental Free Trade Area (AfCFTA). Third, ensuring young people are engaged as co creators in policymaking, not merely beneficiaries. Africa’s transformation must be integrated, youth centered, and driven by strong partnerships. The ongoing conflict in Goma, eastern Democratic Republic of Congo (DRC), has caused unimaginable suffering and devastation. Innocent lives have been lost, families displaced, and communities shattered. I urge the African Union (AU), EAC governments and leaders to work towards an immediate ceasefire and cessation of hostilities, facilitate peaceful dialogue and negotiations to resolve underlying conflicts and promote lasting peace. Such instabilities in DRC should always remind us (Ugandans) of President Yoweri Museveni, the CDF Gen. Muhoozi Kainerugaba (Muhoozi Kainerugaba) and the NRM government's continued commitment to security which is evident in the government's efforts to transform the UPDF into a professional and modern force. Since his appointment as CDF, Gen Muhoozi has prioritized transformation of the UPDF through establishing training schools, better remunerations to enhance the capabilities of the military. Over years, H.E Yoweri K Museveni has also highlighted peace and security as one of the key priorities for the government. This emphasis on security is crucial for maintaining stability and promoting economic development in Uganda. Museveni and Gen Muhoozi's focus on security is also reflected on government's commitment to addressing regional and international security challenges. Museveni's leadership has been instrumental in promoting peace and stability in the Great Lakes region and beyond. It's leaders like Mr. Museveni and Gen. Muhoozi- and not these opposition gamblers who have no idea about foreign policy, international relations and security expertise- that can handle leadership at the highest level. Locally, I appeal to opposition elements who advocate for violent means of change to reconsider their stance. Violence and bloodshed can never be a solution. I also call upon Uganda's youth to dismiss these parasitic opposition (mis)leaders who secretly advocate for bloodshed as one of the means of change of power. When the time is right and through our well established democratic practices, change of power will happen. Once again, let's hope for a swift peaceful end to the suffering happening in Goma.
