The groundwork on the ship building, however, began well before any public announcement. As early as 2022, early discussions were initiated with the Department of Minor Ports while I was a member of the state planning commission headed by Thiru. Jeyaranjan. We focused on possible new small ports along the TN coastline and infrastructure requirements for large-scale shipbuilding including requirements like harbour depth which is a fundamental determinant of what class of vessels can be built and launched. Around the same time, industry intelligence confirmed that global and national shipbuilding majors including HD Hyundai were actively scouting locations across India in states like GJ, AP etc and Tamil Naduโ€™s dravidian model inclusive governance environment and existing Japanese and Korean industrial ecosystem in TN were already registering favourably with prospective global investors. Thoothukudiโ€™s Member of Parliament and DMK Dy Gen Sec Tmt. Kanimozhi Karunanidhi was simultaneously pressing the Union Government on the outer harbour expansion,dredging and Airport expansion with international connectivity which were crucial needs to sustain growth in that region. Crucially the years 2023 and 2024 were spent deepening the proposition through extensive research and systematic global engagement.
