Let me put it this way. Whenever we compare two different years, we always compare at constant prices. Firstly, what has been done in that statement is comparing figures at current prices. When you compare two years, say, five years ago and now, at current prices, there will obviously be some areas of discrepancy. The second, which is even more glaring, is the fact that the number being compared with is from the old base year. As you are aware, in February, we released numbers with the new base year, 2022-23, and we had given numbers for all the years in the back series up to 2022-23. So, a number from the new base year for the first quarter of this year has been compared with a number from the obsolete series based on the old base year of 2011-12, even though the new series had already been published in February 2026. So, this claim that the numbers have been compressed now relates to a figure that was released in February 2026 but was not quoted. That's the second glaring error...The third is the fact that when you look at the actual output or actual volumes, whenever a growth rate is compared from quarter to quarter, we do it based on actual production, let us say, of steel, cement and automobiles, in Q1 of 2025-26 with Q1 of 2026-27. In each of these areas, volume growth has been of the order of 10 per cent, 15 per cent and 20 per cent. For BSNL, our government has provided three revival packages totalling โ‚น3.22 lakh crore. We have dealt with the burden of oil bonds, addressed the โ€œFragile Fiveโ€ economy, and undertaken bank restructuring and recapitalization. These were not small amounts but those of โ‚น3 lakh crore - โ‚น4 lakh crore, and now even fertiliser subsidies. Wherever there were weaknesses in the economy, they were left unaddressed earlier, and we are now paying for all of it. Yet, we are being questioned about GDP growth and fiscal deficit. The reality is that we are clearing the liabilities left behind. On spectrum allocation, after our government came to power, spectrum in bands such as 700 MHz, 800 MHz, 1800 MHz, 2100 MHz, 2500 MHz and 3300 MHz has been provided to BSNL at auction-determined prices for 4G and 5G services. On BSNL, I must respectfully say that every criticism made against it is incorrect. If anything, BSNL was pushed into a critical condition earlier. It was in the ICU, and we have revived it and brought it back on track. The Union Cabinet has approved revival packages for BSNL. The capital infusion between 2022 and 2023 stands at โ‚น2.26 lakh crore. This includes spectrum allocation, capital expenditure on infrastructure, AGR dues, and restructuring of the PSU. The Make in India mandate for BSNL is a strength, not a restriction. There is no restriction on BSNL. In fact, under the Atmanirbhar Bharat initiative, BSNL has placed an order for 1 lakh indigenously developed 4G sites for pan-India deployment. As of 28th February 2026, 97,906 sites have been installed with 4G equipment, out of which 96,103 are already operational. Additionally, the BharatNet Programme is strengthening BSNL further. Zimbabweโ€™s economy is bigger than previously thought โ€” well, on paper, at least. According to a new survey by Zimbabwe National Statistics Agency - ZIMSTAT, the countryโ€™s GDP is now estimated at US$44.4 billion, up from the earlier estimate of US$35.2 billion. Why the jump? Finance Minister Hon Prof Mthuli Ncube says the revision follows an economic census that captured โ€œa larger number of business entities that have emerged since 2019โ€ โ€” the last time Zimbabwe updated its GDP base year. This process, known as rebasing, adjusts GDP figures to better reflect the current structure of the economy. It adds economic activities that may not have been counted in 2019. So, what changes? ๐Ÿ“Œ Per capita income โ€” the average income per person โ€” would rise to over US$3,000 in 2025 (vs World Bankโ€™s current US$2,656). ๐Ÿ“Œ The debt-to-GDP ratio - a measure of how much the country owes compared to the size of the economy - drops from 60% to 45%, making Zimโ€™s huge debt look smaller when compared to the economy. ๐Ÿšจ But thereโ€™s a flipside: a bigger GDP also means a lower revenue-to-GDP ratio โ€” making Treasury look even less efficient at collecting revenue. Rebasing doesnโ€™t change whatโ€™s in your wallet. But for govt and investors, itโ€™s supposed to offer a more up-to-date picture of the true size of the economy, how itโ€™s now structured โ€” and whoโ€™s now part of it.
