When Governor Walz announced last year that he and the DFL trifecta turned the $18 billion surplus into one of the largest deficits in state history, most Minnesotans wondered where the money actually went. Today, the Walz Administration announced that they are implementing a MORATORIUM on ALL new HCBS licenses for two years. What is HCBS? Home and Community-Based Services are funded by the Developmental Disabilities Waiver, and several HCBS programs have been identified as being at high-risk for fraud, including: Adult Day Services Individualized Home Supports Integrated Community Supports Night Supervision Services Transportation Services In their internal memo, the Walz Administration says: "The average annual number of active licenses rose by 55.3%, and new license applications grew by 283.3%." "As of mid-November, there are 2,549 active licenses and 2,314 pending applications."
