Today, the Walz Administration announced that they are implementing a MORATORIUM on ALL new HCBS licenses for two years. What is HCBS? Home and Community-Based Services are funded by the Developmental Disabilities Waiver, and several HCBS programs have been identified as being at high-risk for fraud, including: Adult Day Services Individualized Home Supports Integrated Community Supports Night Supervision Services Transportation Services In their internal memo, the Walz Administration says: "The average annual number of active licenses rose by 55.3%, and new license applications grew by 283.3%." "As of mid-November, there are 2,549 active licenses and 2,314 pending applications."

It would have been good to make sure that they would study the benefit of shoplifting and of retail theft because perhaps people are relying on that and sort of using that, and maybe it's assisting them in some way. These folks were describing people violating the law, but I suppose it could be useful to look into that."

In today's Fraud Committee Hearing about the upcoming Paid Family Medical Leave Program, the Walz Administration said they couldn't possibly prevent fraud unless they terminated the program or they paid staff an amount equal to the benefits distributed. "In any state program, to eliminate the potential for fraud, we would either need to eliminate the program or we would need to staff it to such a degree that the cost of running it would start to get close to the cost of the benefits being provided." "We need to look at this from an ROI perspective... if the goal is the impossibility of fraud, I don't think that's realistic."
