The owner of this property is in clear violation of the law. He has constructed a high wall and welded the gate shut to prevent officials from accessing the premises for compliance inspections and municipal meter readings. This conduct obstructs the City of Tshwane in carrying out its lawful mandate. In terms of the Municipal Systems Act, 2000 (Act 32 of 2000) and the City’s Electricity Supply By-Laws, authorised municipal representatives must be granted reasonable access to any property for the purposes of installing, inspecting, maintaining, or reading municipal meters. Where access is unlawfully denied, the City is empowered to either take estimated readings or lawfully open the premises to reach the meter box and enforce compliance. The law is explicit: no person may prevent or interfere with municipal officials in the execution of their duties, nor obstruct access to metering equipment or service connections. If the property owner continues to deny access, the City will exercise its full legal powers, including disconnection of services and enforcement actions. Rea Tima!

Slavery was not legally permitted during apartheid. It had already been abolished in South Africa in 1834 when the British ended the practice across their empire. That was over 100 years before the apartheid government came into power in 1948. However, even though slavery was no longer on the books, apartheid created a new kind of control over Black people, one that echoed many of the same injustices. But colonialism is clearly too advanced a topic for Zandi, the political leader and proud face of a party running for elections, to wrap her tongue around.
