This conduct obstructs the City of Tshwane in carrying out its lawful mandate. In terms of the Municipal Systems Act, 2000 (Act 32 of 2000) and the Cityโs Electricity Supply By-Laws, authorised municipal representatives must be granted reasonable access to any property for the purposes of installing, inspecting, maintaining, or reading municipal meters. Where access is unlawfully denied, the City is empowered to either take estimated readings or lawfully open the premises to reach the meter box and enforce compliance. The law is explicit: no person may prevent or interfere with municipal officials in the execution of their duties, nor obstruct access to metering equipment or service connections.
