"If you look at what has happened in Eastern Congo, and everything we have gone through over the past four or five years, and you look at what we have left behind, there is evidence. There are facts that speak for themselves. In Eastern Congo, in Goma and elsewhere, the whole world came together against Rwanda. The whole world lined up against Rwanda: the FDLR and all the groups associated with it that have been mentioned, the Wazalendo, the Burundian forces, the FARDC, the South Africans, and many others. I would rather not spend time naming them all; there were so many. When you look at the scale of what they had assembled there and what they were up against, it is clear that what they were trying to do was wage war against Rwanda, destabilize our country, and reshape it the way they wanted. In fact, they said so themselves. Ordinarily, if someone were to say these things without evidence, you might think they were simply trying to frighten people, to intimidate them. To convince themselves that what they wanted was within reach and that they were going to achieve it, they even brought in mercenaries. You know that many of them passed through here. We gave free passage to our enemies, allowing them to leave a war they waged against us, a war that was never theirs to begin with. That alone tells you something. And it is also something for which our forces, together with others who stood with them, deserve recognition. As for Rwanda, we will always be in a struggle for our very existence. Regardless of those who wish us harm, surrounding us from many sides, one thing remains true: we should and will always be a step ahead of them. It is our right. It is our will. "The composition of this panel, bringing together a former member of the ex-FAR, General (Rtd) Ibingira from the RPA/RPF, and a former member of the FDLR, and what they have shared, reflects just how complex, diverse, and layered our history is. It is from that history that we should draw the lessons to move our country forward, in the way we want and through our own efforts. Let me say this: a great deal of what has been said on this panel has been valuable, and the discussions around it have only reinforced those lessons. One thing I wanted to pick up on is what Ibingira mentioned about those ungrateful people who insult and disparage others. My advice is simple: do not waste your energy fighting those who insult you. Put your energy into building, building yourselves, and building your country, so that insults and the people who make them become insignificant and have no impact on you. Ignore them, and keep doing what you are supposed to do. That is what matters. Your response should be your actions. Eventually, those who thrive on insults grow tired and stay hostages of history." “I called the President of Burundi, Ndayishimiye, and asked him: The EAC forces in the DRC were expelled, Burundi remained, and now SADC forces are deploying — has Burundi joined SADC? He said no. I then asked whether Burundi stayed in Congo because of its friendship with Kinshasa and a desire to support whatever Congo was doing. He replied that Congo had requested their presence because they are friends. I asked again: But more and more of your troops are moving north. Yet he had told me earlier that Burundi’s security problems originating from Congo were in the south — in Uvira and Minembwe — and that this was why they entered Congo. So I asked: If Minembwe and Uvira are in the south, what are you doing in the north, in Goma and Rutshuru? He responded, “Who told you we have troops there?” I told him I had been informed by people who showed me evidence, but that I wanted to hear directly from him before taking it as fact. He said, “They lied to you; we have no troops in the north.” I replied that since he, as head of state, was telling me this, I would accept it. Not long after, many of their soldiers were captured in combat. This led to meetings between our two countries. Burundi tried to deny it, and we asked: Are you denying your own soldiers, captured exactly where you said you had none? It became an endless back-and-forth. Even today, all of this was happening before we signed the agreement and continued afterward. What happened in Uvira revealed thousands of Burundian soldiers operating in Uvira, Minembwe, Kalemie, Kindu, and others who had moved to Walikale and Kisangani — more than twenty thousand in total. You have to ask: how did such a large Burundian force enter Congo? Clearly there is a serious problem. They spend their days shelling people in Minembwe with artillery and drones. And those in the international community who talk endlessly — where are they? People have cried out for help, and no one has intervened. Then recently, after the fighting in Uvira, an international outcry suddenly emerged claiming, “It is Rwanda.” So now Rwanda is expected to bear responsibility for all the problems unfolding inside Congo.” President Kagame

“You find someone hiding behind a religion, hiding behind a church, setting up something that is only meant to serve their own interests and rob others.
