The whistleblower says Scott was using internal investigations to push out officials, especially the ones who were effective, and tighten his control of the agency. We are seeing a lot of confusion about "Body... to Body", so just to clear things up: Yoongi and Namjoon were not against using the Arirang sample. What they had concerns about was how it was layered in the track. In the earlier version, the sample was much louder and overlapped with the vocals, which made it overwhelming for listeners.
