Akbayan Rep. Perci Cendaรฑa pointed out that the two highest budget lines under the unprogrammed appropriations are still mainly for infrastructure projects: Support to foreign assisted projects for 97.3 billion pesos; and Strengthening Assistance for Government Infrastructure and Social Programs (SAGIP) for 80.9 billion pesos. "Kung susumahin, halos 70% ng Unprogrammed Appropriations sa 2026 budget ay for infrastructure projects. We could have invested in health โ€” pero lamang pa ng 3 billion ang Unprogrammed Appropriations kumpara sa DOH budget. We could have invested in education. Pero bakit puro infra pa rin?", he said. In previous years, SAGIP has been linked for the release of funds for controversial flood control projects. The budget sponsor, Rep. Mika Suansing, welcomed the call for the removal of SAGIP โ€” but not yet of the entire unprogrammed appropriations budget. In response, Akbayan Rep. Cendaรฑa called against the passage of the budget with the unprogrammed appropriations: "We have to zero out the Unprogrammed Appropriations budget until we ensure that our institutions are immune from corruption. Yes! The Dutertes failed Davao City. Contrary to the 2016 campaign of the former President Duterte, Davao City has a lot of problems and I dare say that if I compare it to others? It is not living to its great potential. One of my first assignments fresh out of college was our satellite office in Davao City. I was there every Thursday of the week and would return to Manila by Saturday. I did that for two years. After six long years of the Duterte presidency and thirty plus years of Duterte reign in Davao Cityโ€ฆ nothing much has changed, huh? I went to Davao City twice in the past three months -the airport is still problematic (no aircon, disorganized, filthy), the city looks the same to me. And compared to how fast Cebu City develops? It seems as though Duterte failed Davao City. In the press conference of the House of Representatives yesterday, the Young Guns called out the Vice President for blaming the current administration for the flood in Davao City. Congressman Jill Bongalon cited the 51 Billion DPWH fund of Congressman Pulong Duterte during the Duterte administration, if flooding is indeed a problem thereโ€ฆ Why didnโ€™t he prioritize that? Imagine! 51 billion pesos in one district?! Then the Vice President would have the audacity to blame the national government for things her family cannot do? Just like Congressman Bongalon, who is also the Vice Chairman of the Committee on Appropriations, I would like to know the infrastructure projects done with the 51 billion fund allotted to his district. Maybe the government agencies can also check who the contractors of those projects are. Thatโ€™s a lot of money! The 51 billion was aside from the enormous IRA or Internal Revenue Allotment of the LGU fund that was then headed by the Davao City Mayor Sara Duterte. Davao City deserves better! We are also dismayed by the cut in the additional budget for the Commission on Human Rights. Taon-taon na lang, underfunded ang CHR. Hindi dapat kinukuripot ang pangangalaga sa ating dignidad at karapatang pantao. Pagdating naman sa Unprogrammed Appropriations, I firmly believe that itโ€™s time to stop having this in the national budget. Unang rason: Unprogrammed Appropriations have no definite source of financing. Walang tiyak na pagkukunan na koleksyon ng buwis o utang para dito. Kung wala palang pera ay bakit magbabalak na gumasta? Pangalawang rason: The practice of having Unprogrammed Appropriations is tantamount to undue delegation of legislative power to the Executive. Only the legislature has the power to appropriate. In the past, billions have been authorized to be released without adequate congressional scrutiny and sufficient safeguards. Naging pugad tuloy ito ng mga ghost, sub-standard and overpriced projects. Also, some UA items came in lump-sums, with no specificity or itemization, with no prior determination of, say, real projects and actual recipients. Only the Executive knows how unprogrammed funds are being used, and we in Congress and the public find out only after the fact. This abdication of the congressional power of the purse must be discontinued. Pangatlong rason: Nagiging kumbenyenteng parkingan ang Unprogrammed Appropriations ng mga dapat naman ay programado at obligado nang mga gastusin. This practice has created persistent false hopes and mass deception among the affected sectors and agencies, who have been made to budgetary support when no real funding actually exists. Kung wala nang UA, mapipilitan ang Ehekutibo at Kongreso na talagang pondohan ang mga ito, sapagkat may mandato at prayoridad sa ilalim ng mga batas o kontrata. Prime examples of these are the โ€œrevised AFP modernization programโ€, โ€œprior yearsโ€™ LGU sharesโ€, โ€œsupport to foreign-assisted projectsโ€ and โ€œbudgetary support to GOCCs.โ€ I also expressed disappointment on the rejection of the proposed amendments to the Special Provisions on Unprogrammed Funds, as proposed by Representative Tinio, that would have provided additional safeguards against abuses of unprogrammed funds. Kung ipinipilit pa rin ang unprogrammed appropriations, bakit nireject pati ang additional safeguards at accountability mechanisms para dito? Therefore, my stand against the Unprogrammed Appropriations is a constitutional imperative and a moral obligation on my part. This Representation votes NO vote to House Bill No. 4058.

Diversionary tactic of Vice President Sara Duterte EXPOSED! The Chairman of the House Committee on Appropriations responded to the video message of the Vice President Sara Duterte last night and I agree that this is nothing but a diversionary tactic. In his speech as attached below, Chairman Zaldy Co pointed out very good points and I highly recommend you watch its entirety. The video message last night was a diversionary tactic to the real issues 1.) the 125 million confidential funds spent in 11 days 2.) Low PISA score 3.) Issues and questions about the DepEd expenditures and a lot more. If there is one thing I want to highlight here, it is probably the part when Chairman Zaldy Co said that Vice President Sara Duterte assured them she can defend/justify the requested confidential funds. And so, let me thank the 19th Congress for disapproving the confidential funds requested by the OVP in 2024. โ€œPang-apat, paulit-ulit niyang sinasabi, "I will defer to the wisdom of Congress," pero hindi ito totoo. Kung talagang iginagalang niya ang Kongreso, sasagutin niya ang mga tanong, lalo na sa isyu ng confidential funds. Last year, kinausap namin si VP Sara tungkol sa 2024 budget, at sinabi niya na โ€œituloy nโ€™yo yanโ€ โ€“ meaning ang confidential funds โ€“ dahil kaya daw niya itong i-justify. Buti na lang at hindi namin itinuloy. Tama ang ginawa namin, at saludo ako sa aking mga kasama sa Kongreso. We have received alarming reports of deployment of heavily armed men and restriction of community access in SLS, Kaputian, Island Garden City of Samal (IGACOS), Davao del Norte. In a video posted by Liwayway Magaway on Facebook, armed men are reportedly intimidating Agrarian Reform Beneficiaries (ARBs) to dismantle their homes and vacate lands legally awarded to them under the Comprehensive Agrarian Reform Program (CARP). According to reports, residents attempting to enter or leave the area are allegedly being blocked by these armed personnel, causing fear and intimidation in the community. It has discredited the leadership and it has stopped the essential business of legislation in government. The two other departments continue to work. The Executive continues to work. The Judiciary continues to work. Why does the Legislature decide to stop working? I don't understand that. I talked to my fellow senators at the time I was senator and we cannot figure out bakit magkakaganto, anong nangyari, paano tayo napunta rito. 4. The best description I can have is that the Legislature is now in disarray. But that is exactly the opposite from what we are trying to achieve. We are trying to achieve some form of stability so that people can get on with their lives, so that people can plan ahead for their future, so that people can count on the assistance of government during this time of an emergency. And we cannot do that if the Legislature decides to stay at home and have a vacation. That is anathema to everything that governance is about. 5. The Race for Davao City 1st District Congress Seat! Last night, Congressman Pulong Duterte in a press release challenged Congresswoman Atty. Migs Nograles to undergo hair follicle test. If you ask me, I think it was a result of another media meltdown of her sister, Vice President Sara Duterte. For the people of Davao City, Congresswoman Atty Migs Nograles immediately accepted the challenge. In fact! For accountability, she challenged Duterte to show up at 1:30 in the afternoon to undergo the same test at the same time. In all fairness, although Cong. Pulong Duterte cowardly did not meet up with his rival, he underwent another hair follicle test shortly after. Soโ€ฆ Now what? As we wait for another month for the release of the test results, can we go back to the real challenge Davao City really needs to consider? How about letโ€™s talk about legislative accomplishments in the 19th Congress? Or attendance to committee hearings and plenary sessions perhaps? I can confidently say that Congressman Pulong Duterte is neglecting her legislative duties as the representative of the 1st District of Davao City. I can argue about this anytime, anywhere! I have been watching the live streams of the lower house on an almost daily basis and I only see the man for 5-10 minutes in plenary every now and thenโ€ฆ after the attendance, heโ€™s gone! Also, there were committee hearings of importance like the legislative franchise hearing for Davao electric cooperatives and heโ€™s never there! Not even in budget hearings of anything! If you are a supporter of Pulong Duterte, youโ€™re free to comment down below any video/ link that heโ€™s actually doing his job inside the House of Representatives. May El Niรฑo ba sa utak ni Lustay? Parang wala na kasing mapiga even an iota of understanding on how oil prices actually work. Free naman magbasa kung may time pero hindi magawa? Ghorl, dependent ba ang presyo ng langis sa kung saan ito binili? You make it sound like the Philippines is stuck with the Middle East. Sila lang ba ang may langis? What about the other oil-producing countries outside the region? Yes, a large portion of our imports from the Middle East is crude oil; but the Philippines also sources from other suppliers like Russia, Malaysia, and other countries (possibly Latin America and Africa). For refined fuel, we import from Malaysia, South Korea, Singapore, China and other regional suppliers. Which means: may alternative sources na ang Pilipinas. So, tanong: since may alternatives tayo, bumaba ba ang presyo ng langis? HINDI. Because oil prices are not determined by where the Philippines buys. Prices are set by global benchmarks. We can switch suppliers all we want, but if global prices are high, mataas pa rin ang presyo sa Pilipinas dahil private sector ang nagse-set ng presyo depende sa kung magkano ang bili nila. Alangan naman malugi sila. (Oil Deregulation Law yan). So, the claim that prices will keep rising unless we find alternatives to the Middle East speaks more of your brainโ€™s capacity to understand the oil market. Even countries that donโ€™t rely on the Middle East are affected because the market is global. And like I posted before, the Philippines is a price taker, not a price setter. We donโ€™t influence prices, we follow them. Hindi naman tayo member ng OPEC+ to be able to influence the price. Kahit saan pa tayo bumili, kung mataas ang presyo sa global market, mataas pa rin ang babayaran natin. So, again, remind us, bakit gusto mo ulit maging presidente kung basic global pricing mechanics hindi mo gets?

The President, is building a bridge linking Benue State and Taraba State, yet people in these places are not posting about it. A lot of the projects the President is executing across Nigeria are not being highlighted by residents. Why? You donโ€™t post what he is doing in your city or appreciate it, yet you complain that nothing is being done. Just recently, the Abujaโ€“Kaduna highway has been trending, yet hardly anyone based there is posting about it. Thatโ€™s not fair. You cannot ignore ongoing projects and then claim the President is doing nothing in your city,itโ€™s not criticism, itโ€™s misinformation. For example, I choose to appreciate what the President is doing in Lagos because it is visible and impactful. The road networks being developed on the island will reduce travel time, improve productivity, and make life easier for residents. When the government does something good, I will say it. Yes, there is inflation, and the government should work towards reducing the cost of living so Nigerians can thrive better. But it is still important to acknowledge the good being done. Please highlight projects in your own cities. Thank you, Mr. President, for your efforts. I know it is taxpayersโ€™ money, but I still choose to appreciate it. Please continue to build more infrastructure. For example,Lagos needs more infrastructure, especially with the level of real estate development going on. The fame whore Congressman Toby Tiangco and the Navotas City flood I watched the press conference of Toby Tiangco before the typhoon hit the Philippines. That he forgot that he needs projects too or is it safe to say that it is no longer his priority? I hate hypocrisy more than anything โ€” this is what Benjie Magalong and Toby Tiangco have in common. Rumors have it! People say that the congressman from the lone district of Novotas wants to run for Senate in 2028 so he is milking the whole Zaldy Co issue. Why else would he antagonize the new Committee on Appropriations Chair when in fact he was a Vice Chair of Zaldy Co last Congress? Why else would he ask the Department of Foreign Affairs to do something that is illegal? It is all for his personal political aspiration in 2028. So I would caution the news channels for giving him the air time. The whole nation wants to hold Zaldy Co accountable โ€” we donโ€™t need one fame whore to push for it. Iโ€™m glad people are beginning to see how badly run Governor Jideโ€™s administration has been. There are far more abandoned projects than completed ones, and that is very disappointing. It feels like seven years have passed with very little that directly improves peopleโ€™s daily lives. Under this administration, you can see a 50-meter road taking almost eight years to complete. Basic infrastructure now looks like rocket science. Many projects are started but never finished across Lagos, both in highbrow and low-income areas. If you want a current comparison, look at Nyesom Wike who is very much a "politician". His administration is ongoing just like this one, yet he has already delivered over 15 flyovers and more than 300 roads. Meanwhile, Lagos has more resources, talent, and access to funds, yet we still struggle to complete any meaningful major bridge. Even the Opebi Link Bridge has been completed for months but is still not in use. Another issue is the state of major roads. The Lekkiโ€‘Epe Expressway is a critical road that should be rehabilitated to the highest standard, yet just see the shabby work his team is doing. Why not give such roads to reputable companies like Julius Berger, Craneburg Construction Company, or Hiโ€‘Tech Construction Company to fix them properly? So when are they going to do the finishing if not now? Even the drainage infrastructure in the whole of Lekki today is still largely what was built during the administration of Babatunde Fashola around 2008, with no meaningful upgrades despite the massive population growth,all the interlock laid by Gov. Fashola has been eroded and its less than 7 months to E1..yet no single sign of environmental management. At the same time, the government keeps announcing huge IGR figures, but people cannot clearly see the impact of that money on infrastructure. Roads remain in poor condition and many projects remain unfinished. Is he the only politician in Nigeria??? This is not just criticism; it is a genuine concern. Lagos is supposed to be a mega city, yet under this administration, infrastructure appears to be deteriorating instead of improving.
