Akbayan Rep. Perci Cendaรฑa pointed out that the two highest budget lines under the unprogrammed appropriations are still mainly for infrastructure projects: Support to foreign assisted projects for 97.3 billion pesos; and Strengthening Assistance for Government Infrastructure and Social Programs (SAGIP) for 80.9 billion pesos. We could have invested in health โ€” pero lamang pa ng 3 billion ang Unprogrammed Appropriations kumpara sa DOH budget. We could have invested in education. Pero bakit puro infra pa rin?", he said. In previous years, SAGIP has been linked for the release of funds for controversial flood control projects. The budget sponsor, Rep. Mika Suansing, welcomed the call for the removal of SAGIP โ€” but not yet of the entire unprogrammed appropriations budget. In response, Akbayan Rep. Cendaรฑa called against the passage of the budget with the unprogrammed appropriations: "We have to zero out the Unprogrammed Appropriations budget until we ensure that our institutions are immune from corruption. Further, he noted the 4-year delayed allowances for healthcare and non-healthcare staff during the COVID-19 pandemic, which is also listed under the unprogrammed appropriations: "Inuna pang i-release ang flood control budget kesa bayaran ang mga healthcare workers na nagbuwis ng buhay noong pandemic."

The glaring presence of the unprogrammed appropriations is an odious legacy that this Congress has yet to remove. This budget process was our opportunity to answer the persistent calls from the people to expunge the vestiges of corruption. But we still missed the call of the times. This institution continuously failed in its mandate to uphold transparency, accountability, and integrity within the budget process. Sinabi sa atin that at the core of the budget process is trust. Wow, Big Word!โ€ Tiwala. Something that this institution is still struggling to regain. There were efforts to restore trust in the budget process: bringing in civil society to voice their inputs, to make the budget more centered on the interests of our people. Still, the House fell short. Civil society was denied access to the House Budget Amendments Review Sub-committee (BARSc) report prior to the 2nd reading vote. If we are truly sincere in our mission to rebuild trust, then the House leadership knows what it needs to do: issue a directive for an Open Bicameral Conference Committee to make the budget process fully transparent. Trust remains a big word for all of us. I reiterate that I emphatically vote NO to the 2026 General Appropriations Budget. #AkbayanPartylist

Diversionary tactic of Vice President Sara Duterte EXPOSED! The Chairman of the House Committee on Appropriations responded to the video message of the Vice President Sara Duterte last night and I agree that this is nothing but a diversionary tactic. In his speech as attached below, Chairman Zaldy Co pointed out very good points and I highly recommend you watch its entirety. The video message last night was a diversionary tactic to the real issues 1.) the 125 million confidential funds spent in 11 days 2.) Low PISA score 3.) Issues and questions about the DepEd expenditures and a lot more. If there is one thing I want to highlight here, it is probably the part when Chairman Zaldy Co said that Vice President Sara Duterte assured them she can defend/justify the requested confidential funds. And so, let me thank the 19th Congress for disapproving the confidential funds requested by the OVP in 2024. โ€œPang-apat, paulit-ulit niyang sinasabi, "I will defer to the wisdom of Congress," pero hindi ito totoo. Last year, kinausap namin si VP Sara tungkol sa 2024 budget, at sinabi niya na โ€œituloy nโ€™yo yanโ€ โ€“ meaning ang confidential funds โ€“ dahil kaya daw niya itong i-justify.

This is found in House GAB Volume I-A Page 22 Line 19. Madam Speaker, Madam Sponsor, may I briefly explain my proposed amendment. Every peso in this budget is the peopleโ€™s money. And when we demand accountability, we do so not out of hostility, but out of duty โ€” duty to the Constitution, duty to the people, and duty to the truth. Let me then again put this on record: VP Sara Duterteโ€™s repeated refusal to face this chamber is an insult. It spits on the duty of accountability, while she clings to millions in public funds she refuses to explain. This is arrogance. Congress holds the purse. And when a child squanders the familyโ€™s money without answers, the remedy is clear: bawasan ang baon hanggang matuto. Let me be clear: this reduction is discipline, not demolition. Malayo ito sa ginawa ng kanyang ama na ginamit ang budget para pahirapan ang Commission on Human Rights (CHR) โ€” a constitutional body created to defend the powerless. What we do here is different: we call out entitlement, we confront arrogance, we demand respect. Public money is not a toy. It is a trust. And until the Vice President learns respect, this House must act as the parent that disciplines a brat. Alam ko po that this move will generate varied reactions. It might even be exploited by certain camps to elicit sympathy for VP Sara. Dyan naman sila magaling. Kadramahan. So Madam Speaker, Madam Sponsor, I respectfully but firmly propose the reduction of the budget of the Office of the Vice President from P889.24 Million to its 2025 level of P733.2 Million. I so move. Maraming salamat po.

We have received alarming reports of deployment of heavily armed men and restriction of community access in SLS, Kaputian, Island Garden City of Samal (IGACOS), Davao del Norte. In a video posted by Liwayway Magaway on Facebook, armed men are reportedly intimidating Agrarian Reform Beneficiaries (ARBs) to dismantle their homes and vacate lands legally awarded to them under the Comprehensive Agrarian Reform Program (CARP). According to reports, residents attempting to enter or leave the area are allegedly being blocked by these armed personnel, causing fear and intimidation in the community. Based on our information, these armed men claim that they are acting under a legal order. Bakit sila armado? Dapat agarang matingnan at aksyunan ito ng mga kinauukulan, partikular na ng lokal na gobyerno, ng Department of Agrarian Reform (DAR), Department of the Interior and Local Government (DILG), Commission on Human Rights (CHR), at siguruhin ang kaligtasan ng mga residente. In light of this, I co-authored House Resolution No. 502 filed by Kamanggagawa Partylist Rep. Elijah San Fernando, seeking to conduct an investigation into this land issue and human rights concern in IGACOS, Davao del Norte. ๐Ÿ“ธ

๐ŸšจPBBM to the Senators: GET BACK TO WORK! This is what he said in this interview: 1. Get back to work. Get back to work because it's important. Ang rules diyan bago ka mag-cancel ng session, you have to inform the other house three days before you cancel a session and there has to be a very good reason for canceling a session. 2. It is a rule that is contained in the Constitution. 3. I'm afraid all these events that we have been witnessing has thrown the Senate and its leadership, the whole Senate, into disarray. It has discredited the leadership and it has stopped the essential business of legislation in government. The two other departments continue to work. The Executive continues to work. The Judiciary continues to work. Why does the Legislature decide to stop working? I don't understand that. I talked to my fellow senators at the time I was senator and we cannot figure out bakit magkakaganto, anong nangyari, paano tayo napunta rito. 4. The best description I can have is that the Legislature is now in disarray. But that is exactly the opposite from what we are trying to achieve. We are trying to achieve some form of stability so that people can get on with their lives, so that people can plan ahead for their future, so that people can count on the assistance of government during this time of an emergency. And we cannot do that if the Legislature decides to stay at home and have a vacation. That is anathema to everything that governance is about. 5. I never imagined in my entire life, in my entire political life, that such a thing could happen, especially to the august โ€” it's no longer august now โ€” to the august body of the upper house, the Senate of the Philippines. ###

WATCH: President Ferdinand R. Marcos Jr. on Saturday (Dec. 14, 2024) ordered the distribution of 21 containers of confiscated frozen mackerel from China, valued at PHP178.5 million, to evacuation centers, hospitals, care facilities, and prison facilities supervised by the Bureau of Corrections (BuCor). Marcos: Ang naging susi rito ay ang coordination between the different agencies, โ€˜yun lagi ang pinakamahalaga, because the different agencies are working all together all the way up to the end. I hope that this is the first of many operations such as this. This is very, very important at kailangan natin makontrol, kailangan natin ma-supervise ang ating food supply. Thatโ€™s why we enacted into law The Anti-Agricultural Sabotage Act.

Sa isang Palace press briefing, diretsahang tinanong si Ruiz: โ€œYou vehemently deny that you are the owner of Digital 8, so who owns Digital 8?โ€ Ngunit sa halip na magbigay ng malinaw na sagot, ito lamang ang kanyang tugon: โ€œI donโ€™t know if he wants to be dragged in this issue, but you can check naman kung sino sa SEC kung sino ang may-ari ng Digital 8.โ€ Lalo pang umigting ang pagdududa nang sundan ito ng isa pang matapang na tanong: โ€œIs it someone, a former police officer na na-involve sa isang serious crime? _AMPilipino/AngBalitaNgayon #bbm #marcos #jayruiz #duterte #ampilipino

AGRICULTURE IS THE BACKBONE OF OUR ECONOMY โ€ผ๏ธ๐ŸŒพ "Be a farmer and be a good farmer always!" "Renz confidently delivered a powerful message, emphasizing that being a farmer is not something to be ashamed of. Instead, he reminded everyone that farming is a noble and honorable profession that plays a crucial role in sustaining our country. He spoke about how farmers are real-life heroes who ensure food security and provide for every familyโ€™s table," dagdag pa ni YouScooper Honey. Statement Rep. Leila M. de Lima House Deputy Minority Leader Mamamayang Liberal (ML) Party-list On the need for clarity and sobriety amid recent developments in the country 18 November 2025 What we need now is clarity and sobriety amid all the smoke, mirrors, and spectacle. Dapat managot ang lahat ng sangkot. Alam naman natin: Guilty parties have the propensity to obfuscate, mislead and confuse the truth seekers, including the public, just to evade accountability. Yes, they may have the truth โ€” the whole truth in its purest form or simply half-truths โ€” or the facts (complete, full, or partial), but let us not be easily swayed, deluded, or manipulated to serve selfish or insidious agenda, unless these whistleblowers and witnesses, even those coming from polluted sources, submit themselves to the regular fora and legal processes of accountability. Investigate all. Leave no stone unturned. Enact with utmost urgency the bill on Independent Commission Against Infrastructure Corruption (ICAIC). Pass the legislative proposals to significantly curb corruption, dismantle political dynasties and introduce electoral reforms. Empower our democratic and accountability institutions. Our division and discord will serve no one but the corrupt. ###

On September 21, the Filipino people marched on the streets in many locations across the country, including key places like EDSA and Luneta, expressing their disappointment and anger toward all corrupt politicians and government officials while ASKING FOR ACCOUNTABILITY AND JUSTICE. The event was covered by the media and brought global awareness of how corruption thrives in the Philippines, involving almost the same high-ranking elected officials. It's not good optics for the country, especially for organizations and countries that have pledged support and aid to the Philippines over the years. I join millions of my fellow Filipinos who are not only asking for accountability and the return of these funds to us but also demanding real yet long-term actions that solve recurring issues. WE DEMAND JAIL TIME IN THE ABSENCE OF THE DEATH PENALTY LAW IN THE COUNTRY. WE REFUSE TO PLAY ALONG WITH YOUR GAMES. WE DEMAND JUSTICE. According to Ed Lingao's report, the Senate leadership back then ensured that the dismissal order for Joel Villanueva was not executed, as they argued that the Ombudsman had no power or jurisdiction over Joel Villanueva and his case. Therefore, the ongoing investigations of the ICI, which will then recommend and transfer its case to the Office of the Ombudsman if a decision comes, may also dissolve into thin air because the Senate will just protect Joel anyway? Nagmamatyag at PATULOY kaming magbabantay. The September 21 rally was about expressing our call for accountability and justice. Act like we can count on your institution and tigilan na ang pagprotekta sa mga kriminal sa inyong hanay. 'Kung may dahilan kayo kung bakit ninyo sinimulan ang pangarap na ito, hawakan ninyo iyon' ๐Ÿฅบ๐Ÿ’— Uploader Justine Imperial drew admiration online after sharing the story behind his decision to stop pursuing architecture and shift to nursing. Imperial shared that the moment that reshaped his path happened in 2021, when his grandmother suffered a mild stroke while also battling Alzheimer's disease at the height of the COVID-19 pandemic. According to him, the family's struggle to navigate her condition during a time of limited access to professional help made him realize the absence of a health professional in their household. When asked about his message to his grandmother, Imperial said he dedicated his achievement to his grandmother, whom he lovingly calls "Mommy." Imperial also left a message for aspiring nurses who may be facing their own hardships while chasing their dreams. Just days after Claire Castro inaccurately and maliciously took Franco Cruz Mabanta's apology to the First Family out of context to allegedly help the narrative of nationally shamed former Martin Romualdez, the Presidential Spokesperson found herself on the receiving end of the verbal wrath of honorahle and patriotic Filipino protesters on the streets of Vancouver, Canada. The protesters did not hold backโ€”directly calling her a liar, among a flurry of pejoratives. At a press conference this week, Castro deliberately spun a question from a reporter to make it look like Mabanta was spreading fake news about the First Family. However, PGMN has never once spread fake news about anyone. Moreover, although the PGMN Anchors are allowed to say whatever they want themselves, PGMN as a company itself has long made the strategic editorial decision to never attack President Bongbong Marcos, Vice President Sara Duterte, or Mayor Leni Robredoโ€”a decision further concretized after Romualdez framed Mabanta in a fake extortion plot prompting PGMN to declare war exclusively against one enemy: Romualdez. This week at a Malacaรฑang press conference, Castro was asked this question by a reporter: "Last week PGMN founder Franco mabanta posted a lengthy video. He apologized to the President and the First Lady for the past criticisms na ibinato ng PGMN against them and kasama rin din po doon yung kanyang paratang that Former Speaker Martin romualdez orchestrated the rift between the president and the vice president and also betrayed many of his political allies, including president Marcos. Your take on this?" This entire answer from Castro was completely taken out of context. And was obviously perverse in intent. Mabanta did not apologize for criticism that never happened. Mabanta was apologizing for "feelings that had been hurt in the past", when he worked for the then-future First Couple back in 2017-18. A gesture that Mabanta felt was both "necessary" and "sincere" after having parted ways eight years prior. Instead of addressing the gesture truthfully, Castro twisted the message to supply ammunition for the hideously dishonest Romualdez camp, trying to make it look like Mabanta and PGMN's comprehensively accurate exposรฉs against the former Speaker were fabricated. Planting loaded questions via corrupt reporters to be answered in a corrupt way by corrupt spokespersons while coordinating with corrupt media outlets to subsequently report a lie is a common practice in politics for governments around the world. Often this scheme is planned in the dark, without the knowledge of the principal.

#StopKaliwaDam #SaveSierraMadre Delivered a privilege speech today on a pressing issue that Congress must urgently investigate: the Kaliwa Dam, or the New Centennial Water Sourceโ€“Kaliwa Dam, in the Sierra Madre. Among the red flags surrounding this project are the illegal construction of access roads even before 2018, without local permits, without clearances, without the Free, Prior or Informed Consent (FPIC) of indigenous peoplesโ€™ (IP) communities, and in defiance of a stoppage order issued by the provincial Environment and Natural Office (ENRO); the questionable issuance of the Environmental Compliance Certificate (ECC), and the lack of genuine consultation and representation in the conduct of the FPIC process. Clearly, the financial, environmental, social, and moral costs all outweigh the projected benefits of the Kaliwa Dam. We cannot call this development. We cannot call this progress. And we cannot, in good conscience, call this governance. Today, I also filed House Resolution No. 538 calling for a full and urgent inquiry into the Kaliwa Dam project. I call on the House leadership and my colleagues: Let us investigate. Let us uphold our mandate. Let us stand with the communities who have been silenced, displaced, dismissed, and endangered. Nagpapasalamat po tayo sa mga nakasama natin ngayong araw sa Kongreso para sa panawagang ito na itigil ang pagpapatayo ng Kaliwa Dam: Sa ating mga Dumagat Remontado IP leaders from Quezon and Rizal of the Alma Laban sa Mapaniil na Dam (ALMA-DAM), Vice Mayor Mannie America and Sangguniang Bayan members of Infanta, Quezon, as well as the representatives of the Urban Poor Associates (UPA). This is about truth. This is about accountability. This is about the future we must defend.โœŠ๐Ÿผ๐Ÿ‡ต๐Ÿ‡ญ

SHARON CUNETA DEFENDS KIKO PANGILINAN FROM 'FAKE NEWS,' URGES SUPPORT FOR SENATE BID Megastar Sharon Cuneta spoke out against what she described as relentless fake news targeting her husband, former Sen. Kiko Pangilinan, as he seeks a return to the Senate. She lamented the widespread influence of social media in spreading misinformation, particularly against political opponents. Ganun po kasi parang brainwashing, 'di ho ba?" she said. Emphasizing Pangilinan's integrity, Cuneta assured voters that in their nearly 30 years of marriage, he has been a devoted husband and father who always keeps his promises. "In our almost 30 years of marriage, si Kiko po ay walang ginawa kundi maging mabuting asawa at ama. Pag siya po ay nangako, talaga pong harangan mo ng sibat kailangan pong tuparin niya," she said. She reiterated his commitment to revitalizing the country's agriculture sector and lowering food prices, saying, "Isusugod ni Kiko ang agrikultura sa Pilipinas at gagawin ang lahat para pababain muli ang presyo ng pagkain. Promise po." Cuneta ended her message with a strong endorsement, urging voters to support Pangilinan. "Ito po, si Kiko Pangilina na po. Number one sa akin, number 51 po sa balota," she said.
