CBSE gave the Class 12 digital checking contract to COEMPT Edu Teck. Questions are being raised because: • COEMPT is reportedly linked to/earlier known as Globarena, a company previously surrounded by evaluation controversies. • CBSE floated OSM tenders multiple times, and reports say final tender conditions were relaxed. • Scanning requirement was reportedly reduced from 300 DPI to 200 DPI. • High-end/robotic scanner requirement was reportedly removed. • Software maturity condition was reportedly reduced from CMMI Level 5 to Level 3. • Strict penalty clauses for scanning errors were reportedly diluted. • After this, COEMPT qualified and won on financial bid. • Students later complained of blurred scans, missing pages, wrong copies, delayed photocopies and portal/payment glitches. CBSE says due process was followed. But if everything is clean, CBSE should publish the full tender file, technical evaluation marks, financial bids and vendor performance report.

Following this, certain concerns have been raised—specifically, students feel that the overall pass percentage has declined. Indeed, the pass percentage has dropped by 3 per cent compared to the previous year, falling from 88 per cent to 85 per cent. Some students feel that they should have received higher marks than those actually awarded to them... I would like to emphasise that On-Screen Marking is neither a novel concept nor is this the first time it has been implemented. VIDEO | Union Education Minister Dharmendra Pradhan (Dharmendra Pradhan) on CBSE using OSM for examination paper evaluation, said, "Today, certain issues have come to light regarding the CBSE Class 12 examination evaluation process, and a re-evaluation process will now begin. Around 17 lakh students appeared for the examination, and the answer sheets of each student have been securely preserved. In total, there are 98 lakh answer-sheet copies, with each copy consisting of around 40 pages, which means nearly 40 crore scanned pages were evaluated for the first time by CBSE through the OSM process. OSM is a progressive instrument. Many universities and institutions in India, as well as several institutions across the world, are moving towards this system. It is student-centric and designed for the benefit of students. Through this process, students can transparently access information about their marks, and through scanned copies, they can directly view their answer sheets. It helps address students’ doubts and concerns regarding whether they received fewer or more marks, or whether any answer or section was overlooked during evaluation. This is the first time CBSE has implemented this system in the country. Certain discrepancies have come to our notice, and I take responsibility for them. These issues will be rectified, and appropriate solutions will be worked out. All of us are engaged in this task. We will not leave a single student’s unanswered query or concern unresolved." Not defending Modi Sarkar. Fiasco over NEET & CBSE was wrong, not defendable. But bigger mistake would be not to take corrective action. Fortunately, Modi Sarkar has started big clean-up of System immediately. CBSE Chairman & Secretary TRANSFERRED. A one-member inquiry committee headed by S. Radha Chauhan has been constituted to probe the procurement of On-Screen Marking (OSM) services by CBSE. The panel will submit its report within 1 month. ACCOUNTABILITY WILL BE FIXED. Reason why Parliamentary Education Committee Chief Digvijaya Singh had said yesterday, “Must Trust PM and the System. No injustice will be done to any student.” But I would also like HM .Amit Shah Ji to personally look if there is any DELIBERATE SABOTAGE ATTEMPT to disturb Social Harmony. I'm raising suspicion on one specific incident today. CBSE's re-evaluation portal today reportedly faced a major cyber attack after results were declared. According to CBSE, the portal received over 15 lakh hits within minutes of launch and recorded more than 1 lakh unauthorized access attempts. Authorities say security measures were activated and the incident is under investigation. Under present conditions when all possible efforts are being made to force Gen-Z to come on streets & turn Bharat into Bangladesh-Nepal, such instances definitely don't look normal.

It was known as Globarena, and they have a very shady background. 23 students killed themselves because of coempt… Now, I would like to tell you about RFP (Request for Proposal). What happens is the government issues a tender and asks the bidder to bid for it. CBSE issued this tender three times… I have compared the old RFP and the new RFP, and I found some discrepancies… The first discrepancy is that there were three clauses of poor performances which was completely wiped out from the new RFP. In the earlier RFP, there was a clause called blacklisted earlier, whereas in the new RFP, it was changed to blacklisted currently. Why would the board want a service provider which was blacklisted earlier? The third thing I found out is the 50 crore limit, which you needed to qualify, and coempt qualified that by 1.7% … The time frame of corrupt practices was halved, and there were project criteria changes… It shows a pattern that the industry giant TCS was not preferred, but coempt was preferred, which works as a very fragmented group of institutions…”

Because of shortcomings in OSM (On-Screen Marking), many parents and children are disappointed. Students don’t just prepare in Class 12; they’ve been working for years, knowing their future depends on it. Students remain focused on competitive exams like JEE and NEET. But due to OSM, many didn’t achieve the required marks, causing stress for families and children. Now, they question why this was introduced suddenly without a proper test run. On social media, students are voicing complaints, though not all reach us directly, but the frustration is clear. If you check CBSE’s Facebook page, you’ll see countless complaints. The official figure says 6.5 lakh students raised objections, but I believe the number should be far higher. Out of 18 lakh students, 12 lakh are from government schools, many in rural areas. If metro city students with laptops struggled, imagine the difficulties faced by rural children with limited access... Training was rushed, with follow-ups missing. Teachers had to log in and practise with sample papers, yet no one verified whether they actually did. Another issue: papers were supposed to be checked by PGT teachers, but due to shortages, TGT teachers were involved. TGTs usually teach up to Class 10, so they may not have fully understood the marking scheme. This could be a reason why some students received lower marks."

The City Council handed this request over to the City Attorney's Office, which uses your tax dollars to employ over 1,000 legal staff, including 500-plus attorneys. You would think that a few of those 500-plus attorneys could handle a document request, but no. The city attorney asked the LA City Council to approve, and they did in fact approve, a $750,000 contract with big law firm called Munger, Tolles & Olson. $750,000 to handle a document request. Why are we employing 500-plus city attorneys if they cannot handle a document request? And why is it costing taxpayers three-fourths of a million dollars to hire outside counsel for a document request? What's even crazier though is that this kind of legal outsourcing happens all the time. Did you know that in May of this year, the City Council approved a $900,000 contract with another big law firm called Gibson, Dunn & Crutcher to defend Karen Bass in a homeless lawsuit? Since then, however, the city has paid way more than initially approved. In fact, Gibson Dunn has been paid $4.97 million in LA city taxpayer dollars this year. So LA city residents pay taxes and utility fees, and the City Council pays millions to big law because apparently, the 1,000-plus legal staff and 500 attorneys in the City Attorney's Office can't do it. Hmm. I wonder how much of those big law attorneys are donating to Mayor Karen Bass' re-election campaign”
